Governor Chandler, who has made his race in the face of white house preference for his opponent, had failed to catch up with Senator Barkley in ballots received in the survey by the American Institute of Public Opinion up until Tuesday night.

In this final survey the institute again used a staff of field reporters to cover the state from end to the mountainous coal regions in the east to the wheat anl tobacco farms of the west. This is the way the cross-section of Kentucky democrats divided: "Do you favor Barkley or Chandler for United States Barkley Chandler Chandler Gains. In an active and colorful campaign Governor Chandler has been creeping up on the senator, who held what seemed an impregnable lead several months ago. Early in March the institute conducted a preliminary test survey in Kentucky and found Senator Barkley leading Chandler by approximately 2 to 1. But the 40 year old governor has been waging a tireless campaign, going a long way toward making good his promise to shake hands with every voter in the state before election day tomorrow.

This is the picture that repeated institute surveys give of the race, (The first published figures appeared April 10): Barkley Chandler even after President Roosevelt stopped in Kentucky early last i month to laud record as the new senate majority leader. It is possible, of course, that Chandler would have gained even more sharply if it had not been for the declaration. institute report is based upon samplings of opinion up to the middle of the week. In previous surveys, institute findings have indicated the winners in 54 out of 60 state and local elections.
