Casey To Stand Trial For Felonious Entry Omaha (AP) Michael Casey, numerous items belonging to mitted he Omaha (AP) Michael Casey, fired two years ago from his post as director of special projects at Boys Town, was ordered Monday to stand trial in Douglas County District Court on charges of feloniously entering a building. Casey, 32, is charged with entering the apartment of his former girlfriend, Karen Baird, two weeks ago. Casey, who had originally been booked on suspicion of burglary, was arrested June 19. But burglary charges were not filed because no force was used in entering the residence. Investigators said they found belonging Miss Baird in vehicle.

During a preliminary hearing Monday, Miss Baird testified that she came home the morning of June 15 to find writing on the walls of her apartment and some of her personal items strewn about. Other items were missing, she said. The woman said that she had lived with Casey until January of 1975, when he moved out of town. Miss Baird, 27, said she had been expecting Casey to return to Omaha on June 18, and that she had agreed to see him. She said she talked to Casey the day of his arrest, and that Casey ad- had taken the items and caused the destruction.

Burglary detective Wally Jernigan testified that after being taken into custody, Casey voluntarily admitted taking the items and causing the destruction in Miss apartment after becoming upset over some pictures of Miss Baird and her current boyfriend. attorney, Bruce Mason, asked that the charges be dismissed on the grounds that his client did not use force to enter Miss residence, and that Casey had intended to return the items, but was arrested before he had a chance to. Lincoln Mon Charged With Raping His Wife A 46-year-old Lincoln man was charged in Lancaster County Court Monday with raping his wife, who filed for divorce last month. The woman was legally separated from her husband. Under new sexual assault law, a husband can be charged with raping his wife if the couple is separated or divorced According to police reports, the man allegedly broke into the woman's residence early Monday morning, where he raped her.

After arraigning the man on a first degree sexual assault charge, Judge Jeffre Cheuvront set bond at $5,000 A condition of the bond is that the man not contact or attempt to contact his wife. A preliminary hearing date will be set in July. $887,000 To Fund Water Quality Plan Tuesday, June 29, 1976 The Lincoln Star 19 Ha low Resigns Post At GPW; Wheat Promoters May Merge The resignation of Joseph Halow, executive vice president of Great Plains Wheat (GPW) may lead the firm to a merger with Western Wheat Associates (WWA), according to John Lee, chief of the Wheat Division of the State Agnculture Department. Halow, often a controversial leader in the wheat export promotion organization, is taking a position with the North Amencan Export Grain tion, a grain exporting trade group. GPW and both have been in the export market; GPW works in Europe and WWA in the Far East.

GPW makes an annual financial contribution to WAV A each year. Several states, including Nebraska, contribute funds to both groups. Many wheat farmers have supported a merger to cut market promotion costs. "Western Wheat officials have already appointed a board committee to investigate the possibility of a merger and have asked GPW to do the Lee said. think the Nebraska advisory committee on wheat would strongly support the investigation of a feasibility of a merger of the two he said.

Halow has worked for GPW for 10 years and has been head of the organization for about seven years. The Nebraska Natural Resources Commission will receive federal funds to underwrite a statewide effort to identify water pollution problems in Nebraska's 13 river basins. Commission Executive Secretary Dayle Williamson, said Federal officials have conditionally approved Nebraska's $887,000 application for a water quality planning program, The commission has submitted an outline of the Nebraska work plan to the Environmental Protection Agency, he said, and another required planning document will be submitted by Nov. 1. When the commission satisfies all government requirements, the funds will be released for the program, Williamson said.

The program will deal primarily with pollution from chemicals, agents and trash washing from yards and roadways, and field erosion, he said. The project falls in one of two categories of pollution problems defined by federal law, Williamson said. Work began several years ago on the other category, which includes pollution from household, industrial and feedlot wastes, he said. A policy advisory committee will be assigned to each of the 13 river basins, and will consist of chief elected officials from local governments, he said. He also said he hopes to have the "important local groups organized by Committees will be responsible for examining data provided by water resource professionals reflecting local concerns and for establishing priorities for specific programs, he added.

The justices directed the 8th U.S. Circuit Court of Appeals to look at the question again in the light of a Supreme Court sion in a related case on June 14.

In that case the court struck down efforts of the state of Minnesota to impose personal property taxes on reservation Indians. In the Nebraska case the appeals court upheld the state's right to collect income taxes from the Omaha, Santee Sioux and Winnebago tribes on income earned within the reservations. The circuit court ruled that the tax was permissible under a 1953 federal law which gave 13 states jurisdiction over Indian tribes within then boundaries civil and criminal matters. In the June 14 decision, the Supreme Court held the 1953 law did not grant states authority to impose taxes on reservation Indians.
