A ty-lhrcc unarmed soldiers, on their way horns. 8nlscqnrnl to this aet of Akdiebson, ta wit, on tlie 11th day of October, General Prick ordered Anderson to jiermimcrtiy destroy th North Missouri Railroad. We snlijoin the order taken from Axukkson'k dead body, the original of which was seen bv many persons familiar with Maclean's handwriting, and who know that it was genuine: Headquarters Army of Missouri, I lawn; vn.i.r., Ira. 4. It is greatly to be desired, for the peace, order and safety of the State, he may not, by his official acta, prove himself to he what his own logic necessarily leads one to infer hi is. We would very much prefer to find him a false rea-eoncr than a faithless and perjured officer. Let ns warn those who, at Jefferson City or elsewhere, are managing these election returns, that, while we pay little regard to what they personally think of that the people of Missouri do have a regard to their official acts.

For these they will lie held by them to a rigid accountability, and if they shall dare to foist upon the State a Constitution framed in open contempt of the known will of tlie loyal people of Missouri, a ial which never can secure the A PERFECT RUSH DAILY! An Appeal to St. Louis. We present matters this morning tlie earnest consideration of every property hold-r and business man of St Louis, and we ask of them, for their own interests, not to glanse at the heading of this read a lew lines, ami exit it aside, but ixmder and reflect well upon what tlie interests of St Louis demand at their hands. We must be up and doing or lose cur position.

We can no longer rely npon Mir advantages. Until railroads were constructed all around ns these natural advantages availed ns, but now, unless we keep pace with the march of artificial means to i divert bus iness from ns St Lauis must bisa her position, and other points secure that to which St Lcnis is (airly entitled, if she will only be true to herself and pay out the money that will return to her ten dollars for every one her citizens will expend in controlling the trade of Iowa, Minnesota, Wisconsin and the western part of Illinois. Take Colton's corrected map of the States of Iowa, Miseonri, Illinois, Wisconsin and Minnesota, and examine the roads that are being pushed, north cf St Louis, into and across the State of Iowa to the Missouri river from Eastern cities. It will pay one if he have not this map to purchase and study it We present below for reflection the roads now under construction in Iowa from the East, and the distances completed into the State, which will show thut they will soon reach to the Missouri river, and divert the whole of (he trade north of St Louij to ether points: RAILUOALIS IN I JYA, FEOJl OFFICIAL SOCKCKS. We da not believe that cur jieople will neglect to improve at once tl.e opportunity offered to secure this trade, especially when it can le done without its costing them any money especially when it can lie dnc by tusking a good investment o) money when it can bq d.yie by getting at heme an interest of seven per cent per annum on the investment, without any taxes of kind for State, city or county purpose being levied upon it It may be asked how is this? We will explain: At the last session of the Legislature an act was passed releasing the first lien of the State on the main line of tba North Mij-souri Railroad, now completed from St Louis to its junction with the nannihal and St Joseph Railroad, a distance of 170 miles, and authorizing the Nuvtti Missouri Railroad Company to give a first lien upon said complet 'd road and its extension to the State of Iowa; its west branch to he built to St Joseph and the bridge over the Missouri river for six millions of dollars.

One million and a half of these bonds were to he applied in extending this road to the lowa State line, which is only a distance of G8 miles from the Hannibal and St Joseph Road, to which point the road is now completed. When the road reaches the State of Iowa there are two companies organized and ready to cany forward through that State, giving to St Louis a connection with the whole network of railroads that is now living built over the States of Iowa and Minnesota, together with the hnsiness interests of Wisconsin and Northwestern Illinois. sirltrtJaht miles. St Looisans, shall it be built? You have bnt to My the word and it is done. The people who donated out of their pockets three-quarters of a million of dollars to the charitable purpose of relieving the sufferings of our pour sotoh-re will nut bo found wanting when it is essential to their interests to contribute one million and a half to build the read to Iowa.

How is it to be contributed? By purchasing their first mortgage bonds; second by a first lieu on the road now built, and on all the road they will build besides. These bonds will be sold at par. They should not be sold for less for they are worth it As before stated, they are free front all ti title, city or cocci tiixrs, all) boar -vcn rr it payable semi-annually. This rnake.v them equal to a loan at from eight to nine per cent interest We bold that if St Louis had to donate this sum she should doit; but when she is not required to do this but can secure incalculable benefits by simply making a INXXl lu.e.-tmotit, our people should not hesitate There is no time for delay in this matter. Give the means at ones and the road will be completed to Iowa i itltin twelve months from the day the company receives the money.

Persons making subscriptions for their bonds might pay for them iu instalments as the work, and purchasing of iron, engines and cars progresies 3 ay one-ft nrth and the balance iu three, six aLd Dine months. The louda are good and prove a safe investment on the part of our ptepie. Let cur ewa people show that they appreciate- and know their value, and there will be no need of sacrificing them by selling them in New Yotk iatlow pur. If our capitalists will take hold of them, th -re will hs no necessity for the managers of tlie road to go to New York end sell them at ten or fifteen per cent, discount, to enrich a set of brokers who control the bond and money market, and put npaisl down the prices of gold ana bin Is as they please, leaving the uui.u lintel, those who are net in the circle, ta suffer or gam as they may 1-y chance hnniien to guess at whit move tlx sc moneyed juntos are to moke to put up or down pries. the North Missouri Hull vd Cora-pony last year mad- of net ca llings ga.l.-jo A comparative statement of the l.u iuc-3 of this Cs-mistny for the years ItWi-ai 18G t-i lSIl-t, shows that, for the last three years, its bu riness hr increass-d at the rut 1 over thirty-three and one-third per cent. The completion of the read to Iowa would double its business th first year after its completion. The inere ise of bnsi-Iit 8 of this Company luta been obfaint-d uuder It ha-e wry little nited States Government business. Its Idle acsount ng dnst the Government. from the beginning of the wart th'sdjy, will not amount to over SioOjX'.

whibst that of tlie Racific and tit. Joseph Roads, each land-grant roads, amount to near Sd.fiOO,ufiO,aud that of the tit. Lonis and Iron Mountain to half a million of dollars, though it is only ths length of the North Missouri Road. This statem-ut we make to show that the increiv of business I leen oldaiuad under great disadvantages, anil if rah results have been secured nndersuch unfavoraUe cirenmstonees, the business of the company may be expected steadily to increase Dow that war is over, our fiebis again being tilled and capital and population seeking tlie elieap and rich lands in our Stale for investment and settlement We express it as our opinion that when this road is extended to Iowa, its West Branch, built with its bridge over the Missouri river at St. Charles, it will liceome one of the best paying roads in the United States, as it will be one of the most important especially to St Louis.

Let our business men and capitalists, our property holders and all aid this enterprise and secure the completion of the road to Iowa, and the West Brain to Richmond, in Ray county, at least This done, and there will be no difficulty in finding the means to build the bridge and complete the West Branch to St Joseph, Leavenworth tr Kausaj City, as m.iy seem best. Ore million and a half will carry the read to lowa, and another million, and a half, wilh Ifce other means the company has, will ccmplcte the West Branch to Richmond, iu Ray conuty, fifteen miles of which road is now graded and nearly ready for the iron and ties. By extending the West Branch to Richmond it wiil command for the Branch and ths mainline the business of the richest counties in Mirronri, viz: Chariton, Carroll, Saline, Ray, Lafayette, Clay and the northern part of Jackson. After it reaches Richmond there will be means left to carry it to such point as at that time may seem Lest for the interests of the read, our State and city. What is new wanted, is for our capitalists, merchants, and property Udders to step forward and take of these first mortgage bends, one-half of them to go to building the road to the State of Iowa, and the other half to the construction cf the West R.ai.iL.

Our people arc able to do it, and there should be no time lost in doing it We cai'rvot afford to wait when the work that properly la-longs to St Louis is being sapped and mined by interests that arc against St Louis all around us. Look at the Eastern Iowa Roads, the Hannibal and SL Joseph Road, and the branches of tiiis road from Leavenworth, Kansas City and Iartville. The money of these Eastern cities has entered our own State, and efforts are at work to divest ail trade from north of Kansas City and the Hannibal and St Joseph Read to Chicago, and othrr Eastern cities, and it can only lie prevented by the extension of the North Missouri Road to Iowa and the building of live Western Branch. We cannot too earnestly impress the importance of this subject on the people of St Louis and Missouri. Let our fvcople aet and not talk.

It is useless to complain. Complaints will hi lug no money. What we waut and need is immediate, earnest, energetic action. Shall we have it? II mv ii CourteuayPhy ol the Rmiiidcacc tiaiue oa tfse Ifeljel Goyermarnt. Moiiy of our citizens rcmemlier Thomas E.

What he want'd was to hove charge of a special bureau with two hundred ami fifty men ofliis own picking, under his exclusive orders, his paas-s lo be recognized at all time and places in the Confederate lines. Here was Cora-tenav's y.

He openeil his office and went to work to pick out his men. They were not difficult to find. The situations he desired to have filled were sought for by wealthy tradesmen and others who wanted ta get out of the country, and who were willing to give from one to five thousand dollars each in gold or greenbacks for Ike opportunity. Courtenay's passes through the lines could not be questioned. Of course the corp3 of two hundred and fifty was noon filled up.

One morning Mr. Couctenat closed his office and started, it was supposed. Northward, to superintend tlie grand conflagration. He must have missed the connections, however, as the lost beard of him was in Europe, hut he was not there engaged in the coal trade. Walker's Addition.

Tlie amnesiy published by the President of the United States and his Cabinet has revhH us in full, and has been long enough before the eyes of the people of this country to enable me to transmit to yon pretty accurately tlie impression which has been produced by it.

Your readers who lo me the favor to p'-raso this correspondence, are, I tmst.by this time aware that my first and chief object has ever to transmit to them a true and faithful reflection bath of the real eondition and feciings of the French people as regard themselves, and also of their opinions nnon matters connected with our own people. But as I have always been glad to rare: rt the many evidences of sympathy, goo.1 (ifl'ngand approbation which have at various times, and especially of late, been manifested by the French nation towards America: so, on the other hand, I Lave never, 1 hope, shrank from laying plainly before yon the prevalence of sentiments of a l-sa favorable kind. And thus I feel now hound to make yon aware that the step last taken in the affairs of the rebellion by the Government at Washington is viewed with less satisfaction than its previous action. I speak, of course, of the impD-ssion produced by President Johnsons amnesty npon the frienis of America an.l himself in France. to what our long-persistent enemies in this country think of ns, I should not it worth while to occupy your attention with the cavils which they are always ready on every occasion to up But when our well-wishers address ns even ith remonstrances.

I think it ls-hoere ns to retail the maxim, Be by your friends advised," and at least to lend a patient oar to their suggestions. With them the amnesty is re garded here as being too restrict nl, an as admitting too small a category of the guilty parties within its terms. Franco has leen so torn wilh civil dissensions and proscriptions that she looks back with too amiable a horror perhaps at severities dealt out to political offenders. They are such a numerous class in this county that it is almost like self-defence to plead in their favor. Hence the eager alacrity with which the Legislature formally abolished the Infliction of capital punishment in ail snch eases.

Hence the feeling raised in favor of tlie person of Jefferson Davis even among those who have most resolutely and severely condemned his conduct. The feeling here then, I am bound to tell you. is very general that the amnesty is not large enough. I take as a trust-worthy exponent of this opinion the Journal di-t Deb its. because, as that organ says of itself: Wo have too often manifested onr sympathies for the great American Republic not to he at liberty now to deplore th; measures of excessive rigor which have been adopted and which may lead to fearfnl results." The Debate as jure ns that the friends of the Union are greatly afflicted by an act which they regard as being above all impolitic.

They regard the amnesty as equivalent almost to the proscription of a whole people, so large and loose are the fourteen categories of exceptions. The task of the Government, the Dclats thinks, was to calm tlie public mind, to wipe ont the tra-es of the late conflict, to wake up, even in th; South, that feeling for the nationnljunity which tho great moral bond of tlie Federation. This, it thinks, would have lieen the first ol jeet of that illnstr.ons President Lincoln, who gave ns so many proofs of good sense and firnmrsa, combined with the most jndicious moderation, and the extent of whose loss to the United States can now best appreciated." My own intercourse with French society La sufficiently extended to make me aware that soniiarsei.tin-entsand regrets to the a'lovc are very widely felt and expressed. jjii rirt ST. LOUIS. TirURSDA ikOEXIXG, JUXE 23, 1WI Secretary Rodman and tlie Returns. The readers of the Republican were male aware, on Monday last, that Mr. Sesretiuy llon- hak had peremptorily refund permit Mr.

Alexander, of this riry, to examine the returns made to his oilin' of the vote cast for and the new C'onstitntiou. In consequence of this refusal, and in order that no excuse should he made, on personal grounds (if any existed), in the case of Mr. Aixxaxdeb, Judge jj. E. Eomractb and Colonel sonar.

B. Kkixogo, two p-nonsl friends of Mr. Rodman, went up to Jefferson City on Monday to ascertain wliether or Dot they could not gain access to the returns in the Secretary's possession. From a correspondence published in another colnmn it will be seen that they have been as unsuccessful as was Mr. Aixxandeb.

Were it not fur a knowledge of conduct which has recently taken place in this State, on the part of those in official positions, the pab-lic might well receive this announcement with Mine degree of astonishment. As it is it is somewhat remarkable. This, we lielieve, is the first time, in the history of Missouri, in which a reputable citizen of any party has had the door of information in respect to the returns of an important election closed in his face by these having charge of the returns at Jefferson. And Mr. Rodman enjoys the reputation of being the first puiihc officer who has ever ventured close it, as he has done ia this instance, against gentlemen whom he reejg jtf, Iris as they rrc his political friends.

The publ.e will naturally inquire far what reason has this been done? We confess that we are entirely unable to so much as imagine any reputable or honest motive for the act And we have no hesitation in declaring that, in cur opinion, the motive is alike disreputable and dishonest Scarce idt two citizens of Missouri stand higher among Union men, as loyal and honorable men, than do Messrs. RoMBAtutz and Ebixogc. Even Mr. Secretary Rodman recognizes these gentlemen as friends, sent by friends, to inquire into his unusual and sin-gdar ivttcei.ce in regard to the election xcVBtP, I8 lately. ond only lately, if, rtril 1-y liine This recognition precludes the that they wculd.

it t'uy maid, make improper use of the returns, if furnished Ucy could not have done so if th.y had desirem Bjt Secretary Rodman knew that their urjiose was only boucrahle. He knew that a jusjnaioa was abroad everywhere that the late of the ifii i'J returns was done for purpcisir These gentlemen inform him tliis aMspictoa, and assure him. as las friends might 1 supposed to I desirous of doing, It isin order to alkiy this suspicion, and to hi en-abied to proclaim that it is unwarranted, that we desire to inspect the returns. How does Mr. Secretary Rodman meet this enercsity of his frieiiiU? He discourteously (darns the door of inquiry in their (hies.

He does even worse tl an that. He proceeds to give reasons lor his discourteous actions which were not the true reasons. His previous nets falsify any such conclusion as that. Ke first affirms that these returns are not public xeootds and wiR not be until they have been examined and cast up by the Secretary or Ftfio If tb-y are not now pul lie records, then they never can become so in any legal ensc. They are as they always will be, the property of tbo public of the whole people of Missouri.

Ilia oidcial acts, one way another, tin make them n.ghing mre, nor nc thing -a- lie is simply the custodian of these '-I- csa deduct bin itvm l'x ueiihvr add ta ncr I value or vdgulffcance. to1- of A uat lie WI4. havenr o.i cr outy fo peTiorm r4- rprsd flvc-e letttr: end lio t.vore than oue I and tioit is ia of flu Governor, the or State Auditor, proceed tot Aiitc and cast up the returns of tee Jot-fS taken. In this he sets as mere Clerk. If the return- are made in due form lie cannot no much as deduct a single vote, nor can hi add a single vote.

Mr. Rod ans roggestion, that these returns are do more public records than th poll-hooLs ai.d ballots at nay election precinct daring the continuance cf an election, displays a want of intelligence in regard to our election 1,01 about equal to his candor. In the first place, a poll-book, enti! the re turns upon it are mide up and signed by the officers, are jnst so much blark paper and cf no official value whatever. When they have been once certified and deposited in the proper county or other office, then they become public records, and, until in Mr. Iu Oman's case, they hv Ken regarded, csi open to public inyxxtion.

In respect to the 'allots taken, the exact reverse is die case. The laws of our State expressly forbid any one, except the sworn efiioers of each election precinct, ftouu no much as laying a finger upon any one cf them. Ills assuc-ptim that because the laws say that he shall girt information to the Governor or either branch of the General Assembly, when required, and that these functionaries that! hart free acres to his Cffice for the inspection and examination of off books, papers, records and proceedings, therefore he is not at liberty to furnish any information to any person else, nor permit others to haw any accent to Hi office, is of a piece with his position in respect to uncertified poll-locks and ballots given at an election. It is simply ridiculous. Mr.

yivnmv must have known that no such restriction is placed upon him or his office by any law or custom of the State. On the contrary, be cannot but know that the law and custom are against him. His ten practice it against him. If the law is as be assumes, In his correspondence with Judge Eojcraver and Cok Kellogg, he has most flagrantly violated it himself or permitted this to be done. Fbr several days alter the election took place if was very generally believed that the new Constitution had been overwhelmingly defeated.

So long as this impression prevailed, returns from Jefferson City were telegraphed to the Associated Press generally, as any other news. Shortly after, however, that was discontinued for some reason or other. But still, returns were given to those who applied for them. The returns from several counti'-s were procured for the Ebpeblican at Jefferson City, transmitted to and published by us. Then that mode received a check.

Meanwhile the of this city continued to r-oeivc returns. Inoue issue oftbat pap.ru telegraphic dispatch from Jcffirson City was published, giving the official returns" from seren counties and tmenty-tmo companies, or parts of regiments of militia. Subsequently, that paper acknowledged, in one day, the reception of official returns from thirty-two counties in the State. And yet Mr. Rodman would have be people now to believe that all this while the returns in his ffice were hermetically sealed against any and all outride inquiry, fpy such suggestion is untrne tn point of fret Precisely the reverse was true, bo tax as we know no hindrance was placed in the way by the Secretary of State to prevent any one obtaining returns wni if began to term t.at of aim im-irticn the cicyfon of Mr.

Drakes Constitvtwm. Then, and not till then, did it ntrike the officials at ffeixm City there was an impropriety in furnishing the public with i-ficial yet urns. Not even then was it pr-sutued illegitimate cr ill-aoi ised to the returns to the office of the btm xra. What then, becomes of Mr. Redman's la-raticn, tlni the law prevents (him) granting a favor vital it to grant a a right? It a mL- crahla subt rfug--.

ti call it by no name. This com latent a. tor r.ud l3gil rca-oair rext takes it upon himself to say, the cisc vote on the Constitution, which causes Loth parties to claim to have been successful, is immaterial. We venture to assert that anv otlier mind titan his will see, in tills close vote, the very eirc umstanve. and the cnly dr cumslance, of moment or interest to the public, in solar a-himself or his office is concerned.

Had this cl-noxb-c Constitution been r--jected or zdopted by a mrjertiy of Vifin or 2P.0C0, the public had the mans at hand to determine bat was the resul and to fit cl satisfied that no amount of official rascality could charge that result. And it is precisely because this close veto" prevents the one, and permits tlie other, that the public interest is excited and the juilbc voioe demands that the returns he given the widest circulation And if Mr. Rodman had had no motive of official insolence or official dishonesty to subserve, would never have struck his mind that the law required him to withheld from the public what lie gave to oar-tasan friends, lie cannot withdraw suspi-ion irota himself when coupled with unusual acts Bnder annsmil circumstances, by his susjiect-ingtiiatin many oamties more b-gal were thrown cut by disloyal Judges, than illegal votes were thn.wu out by loyal Mr. Rodman down the- rule- rightly when be says: Tersons who hare ro.itU in tb 1,1. Mr. KAcrMANN then proceeds to show at length that Gov.

Flectiieb had no authority whatever to execute the ordinance of the Convention as he executed it; that, on the contrary, instead of establishing the supremacy of law thereby, he established anarchy in Missouri, and that he should have respected the decision of Judge Moodey as that of the high? at judicial tribunal which could take cognizance of tlie ease. Mr. Kaufmanx also indignantly censures Gov. Fletcher for endeavoring to muzzle public opinion and hinder the free expression of the will of the people by arming the negrexs in the streets of SL Lauis on tho day cf the indignation meeting; and rebukes those who would sustain Got. Fletches in his despotic course, merely Iwcause Copperheads," Democrats, etc, are opposed to it also.

Mr. Kavfhann then proceeds to consider the authority of the Convention, and ridicules the doctrine that tbe Convention was all powerful ar.d could pass any ordinance they chose without submitting it to the people. He says, if tmh was tlie case, any Convention might ordain itself and its posterity the perpetual government of a free State, and shows from history and precedents that it is an established maxim that any Convention is limited in its authority by the object for which it was called, and that the Vacating Ordinance of the last Slate Convention, being not included in the object for which that body was called, is therefore null and void.
