Over $23 Million in Vietnam Bonuses Paid By Harrison Weber Iowa Daily Press Association DBS MOINES - Over $23 million has already been paid in Vietnam bonuses to lowans. Ray J. Kauffman, executive secretary of the Iowa Bonus Board, reports that checks have been issued to 66,165 of the 92,359 applicants. The bonuses paid have averaged $351.89. In 1973 the Legislature appropriated $28 million for bonuses to veterans of the Vietnam conflict; this was supplemented with a $3 million appropriation during the 1974 General Assembly. Bldg.—Carroll If applications dwindle, Kauffman believes the $31 million appropriation will be sufficient to process and pay all of the claims. But claims are still coming in sporadically, anywhere from 60 to 160 a week. * Veterans have until June 30, 1977 to apply for the Vietnam bonuses. Claims have been paid to 65,504 living applicants and to 661 beneficiaries. The bonus board has disallowed claims to 1,572 living veterans and to the beneficiaries of 19 veterans. For example, those in service between July 1, 1958 and Aug. 4, 1964 are eligible only for Vietnam area service at the rate of $17.50 a month. Many of the applications denied, Kauffman related, have been turned down because the person did not have any Vietnam service; none of the other service during this time period is compensible. People who were in military service from Aug. 5, 1964 to June 30, 1973, are eligible for $17.50 a month for Vietnam area service and $12.50 a month for other service, up to a maximum of $500. Between Aug. 5,1964 and June 30,1973 a veteran who did not serve in Vietnam is entitled to $12.50 a month, up to a maximum of $300. "The board has also denied quite a few applications because the person received a bad discharge, not with honor," Kauffman reported. Another reason for some claims being rejected, Kauffman noted, is because the person did not serve a minimum of 120 days on active duty. "A number of applicants have been turned down because the individual was on Times Herald, Carroll, la. -y Tuesday, July 9, 1974 / active duty for training purposes only. They served for six months and then went back on reserve status," Kauffman said.
