It mattern not whether Sir John waa the Mr. Soarth originated the deception. The fact of importance ia that Mr. Soarth was elected under falie pretend of the most glaring kind, and ihonld therefore resign. Mot anly have we beon grossly de ojlwed to the uourae of the Government should Mr.

Soarth be eleoted, but Mr. Scarth himself has broken almost every promise whloh he made regarding hia oonduct in Parliament. He did no' apealc against disallowance. He did sot even vote against it without Sir Charles Tupper apologising for him on the graand that he had been foioed by his constituent to pledgehlmself to a course whioh was net to his likiAg. However we may look at it, Mr.

Soarth should resign. He haa broken every promise whioh he made previous to the election with one exoeption. He has voted agalmt diaallowanoe, but hi vote was given with so muoh condescension, with ao muoh evldenoe of hia real antipathy to the course whioh he was taking, that it waa almost worse than no vote at all. Who should demand Mr. Soarth' re- ignatloal Thorn who were thoroughly i deceived should, wo believe, take the Initiative, The anti-diaallowanoe Conservative eleoted him in the firm belief that disallowance would ba done away with, and that he would do all in his power towards that' end.

If they were sincere in their eonviotloas, they must be equally sincere in the belief that they have been deceived and befooled, and that the man whom they sent to represent them is no representative at all. The Conservative party at large In the city must take the same position, If tbey do not it will be plain that they are metre than willing to endorse an election seoured by to oontinue in the House of Ootnmons a man epposed to their own views and to the eod of the country. The Liberals will hardly Interfere. Watson's antl-dla-allowance resolution was concluded In the House of Oommona early thfs morning, the resolution being, aa was expected, voted down by a large majority, A considerable number of member who usually vote with the Opposition supported the Government on this vote, as indeed a larger number would have been quite justified in doing under the circumstances. The evidence before Parliament at present 1b to the effecb that Manitoba la satisfied with disallowance. The Province has eleoted member to support the Premier, who declares that, notwlth-atandLug hia former pledges and professions, he intend to oontinue the polioy of railway monopoly in the Northwest. Mr. Royal stated last night that Manlto ba was not dissatisfied with the disallowance policy, that the agitator againat monopoly were rot ainoere, and that the Province was not hampered in anyway for want of railway facilities.

No doubt these statementa by the member for Provenoher influenced the opinion of many member. There ia no reason why Parliament ahuuld fight against railway monopoly in Manitoba if the people of that Provlnoe are satisfied with it. There 1 no reason for forcing upon Manitoba, a policy whioh, aocerding to Mr. Royal, that Province does not want. Mr.

Daly, the Tory member for Selkirk, spoke and voted in favor ef the anti-disallowance resolution; but it was quite evident that his heart was not in the bualness, for he had to ease hia conscience by abuaing and misrepresenting the Reform party. Mr. Daly simply tried to satisfy the men who extracted from him a pledge to vote against disallowance, but it la very doubtful if he haa aucoeeded. Mr. Daly will oontinue to support the Premier who declares that he has nailed his disallowance polioy to the masthead.

The ground taken by the Liberals ia that Manitoba has a constitutional right to oharter railwaya running to the boundary line, and that tho course of the Dominion Government in disallowing all railway charters passed by the Provincial Government, is a scandalous abuse of power and a groa attack upon the constitutional rights of one of the provinces ol tho JJomlntoii From that point of view disallowance la wholly indefensible. especially when it ia remembered that that power la exercised in the interest of a corporation whose wealth has been created by tne bounty of the tax payer ol UAnada. it wta also pointed out that parliament had a right to demand the fill filmenb of the pledges made by the minister of the crown, at Various times and plaoea, that the right of Manitoba to charter railways would not be interfered with, and that tbe monop oly would ba alioontinued so soon as the road around Lake Superior waa finished. Sir Charles Tupper wna candid enough to nay that when he nromiaed to abolish the monopoly in 4834, he be lievod he would be able to carry oue, hia promise, but the Premier and Mr. White seemed to glory in the fraud and deception which they have been perpetrating in connection witn tne dlsaallowance buai the onlyroply thefiratministerwa able to make to the solid arguments ad vanoed by Mr.
