Thb Commercial Herald discourses thusly on the silver problem: The discussion reference to the glut of silver coin has been pushed beyond all reason, and has been made to assume an importance not commensurate with its real merits. Evsrjbodv who is presumed to hare ever seen or owned a trade dollar has been bored into some expression of opinion about this matter, and even those whose eyes have not keen gratified with the sight of any coin except nickels for a dozen or more years hare ventured to tell us where the difficulty lies. Every one seems to have some theory of his own, and we have Been no two opinions that agreed, but the result has been to induce speculation and depress the value of silver still further down the seale. A bookhas recently been published in New York showing up those dfs reputable institutions called "commercial agencies," exposing their Unreliability and conclusively demonstrating that they are commercial frauds.

vThese agencies are generally organized by unscrupulous and irresponsible men whose only object is to make money. They have their headquarters in the large cities and their spies and agencies extend into the country, towns and hamlets. Their estimates of the reliability of men in business are formed from the opinions of their agents. JLt will be -readily seenhow much dependence can be placed upon such estimates. Occasionally these agendas secrure the services of an honorable man, and one competent to judge by careful investigation of the relative standing of (the business men of a community, but these in seances are rare.
