Transfer of the Community Relations Service to the Justice Department and an increased emphasis on positive programs rather than merely mediating disputes which arise This will be submitted in a reorganization plan to Congress next year 4 The Civil Rights Commission will take over the clearing house and data-gathering functions of the Community Relations Service The commission already has broad responsibility In this field 5 The Justice Department will coordinate ill federal enforcement policies in the civl rights area some of which have rested with the Council on Equal Opportunity The
