The Department consists of 30 members divided into three companies two steamers and one hook and ladder company. In addition to this force there is in East Oakland a volunteer company numbering 52 members.

The valuation of Department property is fixed at $40,000. A house and lot was sold during the year to J. W. Pearson for I Engine No. 4 and Washington Hose carriage were of to the Salinas City Corporation for $1,300.

During the year 11 hydrants have been erected, making a total of 54. Mr. amongst other suggestions makes the following important ones: That two cisterns be built, one at the junction of Thirteenth avenue and East Twelfth street, and the other at the intersection of Eighth street and Wood. He advises the purchase of a steamer to be located in East Oakland, and recommends the erection of brick engine house on the lot recently purchased in East Oakland, to accommodate one steamer and hook and ladder truck. The erection of hydrants whenever the improvements justify the expense is advised in the report.

During the past year the chain gang have been daily employed in cleaning the streets and doing other necessary work. They have also been employed under the supervision of Officer Carleton in constructing the fire-alarm and police telegraph lines. One hundred and forty telegraph poles have been planed, painted and erected, and sixteen miles of wire put up. The whole line is completed with the exception of the fire alarm boxes wbich will be placed in position in a few days. I believe this is the first telegraph line ever constructed by prison labor.

During the past four weeks the mails by the Oakland route have not generally reached Martinez until the day after they were due, including the mail matter from Lafayette, Walnut Creek, Danville and San Ramon. Besides this inconvenience to correspondents by this route, the Sacramento boat has several times lately got down and left Benicia before the hour for the delivery of our mail there, and it has consequently been left over. This was the case on Saturday last, when the mail from here that should have gone down that evening, did not go until Monday evening, and important correspondence may thus have been delayed to somebody's great annoyance or injury perhaps. At all events the Bail-road Company should be required to fulfill its obligations as carrier, by running its boats so as to keep the mail connections.
