Meldrim Thomson's incumbency appears assured at least through the primary Thomson 64 has been on the inside for two terms but he campaigns like an outsider assailing bureaucrats and politicians alike A close ally of Thomson faces a modest challenge from a iddle-of-the-road Republican next week before directing his traditional no-new-taxes campaign against the Democrat who survives a three-way primary The strongest challenge to an incumbent next week in New England may be in Massachusetts where nine term Democrat James A Burke 65 faces an energetic congressional challenge from Patrick Henry McCarthy a 30-year-old Vietnam veteran and graduate of Harvard law school While incumbents generally appear strong across New England in the primaries the November election presents a different picture Third-term Rep Robert Drinan Mass an outspoken liberal faces united Republican challenge from Arthur Mason 35 a lawyer from JEFFREY PEDERSON BANGOR Jeffrey Joe CARRIE (GROSS) CONNER CASTINE Democrat Joseph Grandmaison 33 is a candidate rather than the organizational mastermind who engineered George upset in the 1972 New Hampshire primary Michael come from behind gubernatorial drive in Massachusetts and Sen John D-NH triumph in the rerun of closest Senate race If the national Democratic ticket sweeps New Hampshire for the first time since the 1964 Lyndon Johnson landslide Cleveland 56 could be in trouble observers report Strong drawing power by the national ticket also could reverse the field ip Connecticut where maverick Republican Sen Lowell Weicker 45 battles Democrat Gloria Schaffer the popular secretary of state Weicker has disavowed the GOP platform appealed for labor support and devoted much of his appeal to Democrats and independent voters Comments by the first-term Republican often anger party faithful but they attract attention and support from the coalition of Democrats and independents Weicker needs for victory Apparently facing a similar challenge is Weicker's Senate colleague Maine Democrat Edmund Muskie who confronts a dogged Republican challenge in November by Robert Monks a Cape Elizabeth millionaire BOSTON (UPI) -Politicians in four New England states with primaries Sept 14 learn whether the voters' preference for fresh fares in presidential primaries carries over to incumbents at the state level Most state office holders can rest easy State primaries will be held in Vermont Massachusetts Rhode Island and New Hampshire Maine held its state primary earlier in the summer Connecticut nominated most candidates for major office at party conventions earlier in the year New Englanders last cast ballots in the presidential primaries a series of contests in which outsiders generally prevailed over better known officeholders Sen Edward Kennedy DMass 44 expects to douse his first primary challenge since battling Democratic opposition in a 1962 special election to succeed his brother John Kennedy The November contest poses little additional difficulty Hoirse Democratic Leader Thomas O'Neill Jr D-Mass says he has the votes to be elected House speaker in January and doubts challengers back home can interrupt those plans next week or in November Democratic governors in Vermont and Rhode Island too appear confident the attraction to outsiders will not interfer with ambitions to trade the daily accountability of chief executive for the rewards of legislative duty in the Senate Vermont's Thomas Salmon expects to evade a stronger than expected primary challenge enroute to a tough November contest against firstterm Sen Robert Strafford RVt Six months ago Vermont Democrats favored outsider Jimmy Carter in the presidential primary Rhode Island Gov Philip Noel forecasts similar triumph in an eight way De oc ratic
