He Is ifor Bonds and Chinese, Against To the Editor of The Tribune Sib: I very rarely reply to statements of the pnblio press regarding myself or my opinions, but a paragraph In your last erening's edition is such of ray views relating to Chinese labor on public works and ths issuance of bonds for public improvements that I ask for space in your columns today for this correction.

jj I have not at any time expressed ssati- ments justify, the statement that I am "pro-Chinese." I am doubtless as much opposed to the employment of Chinese labor. In the filling of contracts for public work as are my associates in the resent Boara Ql Fabno works. Ths City Council, in letting contracts, for acadamizing streets, makes no stipulation gainst Chinese labor. The provisions of he city charter defining the powers and duties of ths Board of Public Works contain i LiLi I ij ucn nevaer a cuy rdinance, proridine for clauses otaach nor In city contracts would or would not effective and legal I leave for others tter versed in such questions to decide. It is equally a misrepresentation to say I hat I am On the contrary, 1 earnestly in favor of the issuance of bonds for pubUo school improvements, and expect to vote work for them at the ensuing election.

I am just as strongly fin favor of i the issuance Of bonds fbr improving lske Merrltt and the nnbeatthfal marshes' in the section of our city on any reasonable' and fair basis. When the present scheme for 4 boulevard to be taken wholly from the lke was under consideration by the City Council 1 i protested -against it as being entirely too one-sided and prejudicial to ibe rights and interests of the general public. I Engineer Aliardt states in his communi cation in yesterday's TaiBinrx that length of the boulevard is about 16,000 feet. Taking i the width at 150 fest, the area of the entire bonis vsrd would be little over fifty-five acres. For some distance along the eastern! shore the entire width is not taken from the present surface of the lake, aj roadway bavins been already constructed by the enterprising property-owners of tbt section.

It may be stated, however, approximately, that the area taken from tbe-Iake-as it now exists wui not be less tbau forty-five acres. The largest area tbat can be preserved consistently with practichl measures for- improvement, is, i4 my judgment, imperatively needed to make it most effective as a flashing reservoir for the; sewers, as well as a water park for Yours respectfully, i E.
