Police Joining International Union By GORDON WINTERS Star Staff Writer Aiming for greater clout in labor negotiations, the Lincoln police union has joined the International Brotherhood of Police Officers (IBPO). With that move, a fulltime corporate lawyer and lobbyist will start work next week representing the IBPO chapters in the state. At this point there are just two, the one in Lincoln, Local 544, and one in Scottsbluff, according to Local President Jim Hill. The IBPO is the largest independent police union in the nation, according to Hill. He said the vote of Lincoln police officers to join the large organization was unanimous.

Local Union Grown Since it was formed five months ago, the Lincoln police union has grown to 173 members, out of 226 eligible officers, Hill said. Among the benefits of joining the international union, Hill said, is that a professional negotiator will fly into Lincoln during contract time. In addition, he said, IBPO seminars and workshops will be held in Lincoln to educate local officers on labor problems and tactics to deal with them. Other advantages apparently seen by officers in joining the union are a $10,000 life insurance policy that goes with membership and free legal aid for job- related problems. Not Strike Omen The move to join the union should not be seen by Lincolnites as an omen that the city's police officers are edging toward use of the strike as a negotiating tool, according to Hill.

He said IBPO bylaws state that a local that goes out on strike will lose its charter. The attorney handling legal matters for the two IBPO chapters in the state will be Murry Schaeffer, Hill said. Schaeffer was a Lincoln police officer for seven and one-half years before he resigned to go to law school. With County Attorney He is now working for the Lancaster County Attorney's Office. Before that he worked for the State Attorney General's Office.

Because of water problems, Michaels said LES is considering using sewage water as a cooling agent. Following a preliminary assessment, Michaels said the use of sewage water very promising." Michaels said there is enough sewage water in Lincoln to support a 600-megawatt power plant. LES also is talking to Burlington Northern railroad officials about arrangements to ship coal into Lincoln should such a plant be built.
