WasHixdTON, March 29. -The United States man-of-war Lancaster has not been heard of for an unusually long time. The Lancaster left Montevideo January 17th for Gibraltar, where she was to join the Mediterranean squadron. It was expected that the voyage would take, fifty, days, but this is the seventieth day since she started. Only twenty days' provisions remain on board.

Prior to leaving Monte video tbe Lancaster's boilers were said to be in such a bad condition that they conld sot be used, and It was thought she would have to sail a cood part of the way. Ad miral Porter has a son on board. The Lancaster may have stopped at St. Helena, which is cut off from cable communication. Foreign Flag Halting.

New York, March 29. The question of flying foreign flags on the City Hall is not settled yet. Tbe resolution adopted by the aldermen taking control of the flag raising must be signed by Mayor Hewitt to become effective. It is probable he will veto it. Indian Affairs.

Boyd, the Customs Inspector awaiting trial for trafficking in Chinese return certificates, was placed on the stand tiiis morning in the case of F. D. Ciprico, being tried for the same offense, and. created a sensation by making a complete confession of the whole matter. iie stated mat lnsDeuiuns viunco.

McLean, Kipp, and himself entered into a conspiracy in 1S84 to send one A. Hicz to China to sell the certificates to Chinese who desired to enter the United States. Accordingly, on Janu ary 10, 1885, Hinz sailed for Hongkong, taking with him a large number of certificates. They were soon disposed of, and more were forwarded. The tcntnre proved an extremely profitable one, and the selling of certificates i i il.

ik. arrests were made. Boyd made his confession on being assured that all charges against him would be dismissed. This agreement was considered satisfactory to all concerned. Boyd then explained how the conspirators obtained possession of so many certificates to send to China. These white tags were turned in at the Custom House; as evidence that the Ce'estials had departed, and the red certificates remained in the hands of the conspirators, to be sent te China at nese and the men at the Mail dock were in the 'scheme. As manv as a hundred certificates were obtained in this manner with the departure of every steamer. These certificates went to Honekons? and were sold, ana many unmeso were lauded here on them. After Hinz went to China certificate? were sent to mni to be disposed of. Ciprico, McLean, and Kipp were cognizant of what was done.

The steamer that followed the City iof Peking, which departed on January 10, 1885, carried a big batch of these certificates. 'Ciprico sent them', but 4lAtr n)l Vnnr tUa-wr Hinz was sent as many as 500 or 600 certificates in all after his departure lor Hongkong, and the money was returned for division. At the Murphy imach, eighteen miles south of ban Jose, this morning the dead body of a man ramed Zambron was found ii a tank with hia throat cut. He first cut His throat and then jumped in. He had formerly been employed at the ranch and had been drinking heavily late. It is thought that the act was committed while he was crazy with liqnor. He was seen last night, and told a man at the ranch that the officer were after him.
