The great banks cannot have less than $15,000,000. so that outside of these establishments the assessment is only $39,000,000. In the face of these figures it is no wonder that San Francisco assessors grow rich and can afford to expend vast sums for re-election.

"My children," he said, "have- been attending the i Prescott school ever since Mr. Fowler became principal, and I have been cognizant of bis system and methods during that time.

His removal will undoubtedly be detrimental to the best interests of education in this ward and would be strongly opposed by everybody who ia sending children to the school. George W. Horton, an ex-School Director and himself a teacher, said: "I think Mr. Fowler's methods in the management of his schaol are excellent, and I know that he maintains discipline necessary to render the school a benefit to all concerned. Mr.

Fowler is a teacher of ability and a credit to the department." J. F. Gross, whose children attend the Prescott school, expressed himself satisfied with Mr. Fowler as far as his observation went. "He suits me," said Mr.

Gross, and I am certain that he satifies everybody else who has had dealings with him. Fowler does not flog tne children and that he is not sufficiently severe when the teachers report to him cases of insubordination and wrong doing. I find upon inquiry that these cases are not reported to Mr. Fowler, but are talked of outside of the school by the teachers who desire to injure him. The lady who took Mr. Fowler's place when be was sick, told me she never had any of this trouble.
