The splendid condition of anity sod elan with which the Republican party came, by it representatives, to Chicago, and the high courage and confidence with which it enter this momentous national campaign, are largely due to the excellent administration of the gov eminent by President Arthvr. It was his orderly, firm, irreproachable conduct of national affairs, that has inspired the people with the existing feeling ef satisfaction and confidence. Business men in" New York and everywhere have felt that a strong, clear-headed, clean-banded man was at the head of affairs, and a sense of safety, security, and hopefulness pervaded the country. This feeling induced the leading business men of New York and other cities to recom-fiend the renomiDatioc of President Arthur, so that an administration every way commendable and admirable might be continued. The strength of Arthur Jn the Chicago Convention was that of the solid men representing the great commercial interests of the country, which have been able UDder these circumstances to pursue business with the assurance that no saduv--.

change of policy, no wrangling for precedence or spoils would bring reverses-, no lack of due and diligent attention to. the great affairs of the country, no entanglement or conflict would discourage or alarm the public, create 'panics and revalsions, upsetting well-laid plans. The 0vernment as been steady, atrong and sure, every interest of the country, under its beneficent rule serene and progressive. President Arthur was not a candidate in the sense of making a contest for the nomination. His canvass was a spontaneous exhibition of popular feeling.

It does him no discredit; the result is no disparagement. No one was so prompt as the President, iu sending congratulations and assurances oT earnest and cordial support to the nominees. This is no empty, compliment. All the help that one of the most experienced, skilful and successful political campaigners can give to the ticket which all men are praising, will be given by the President and his warmly attached friends. No counsellor more wise, no helper more facile, resourceful and vigorous than Arthur will give heart and hand to the brilliant campaign; no one will be more useful, because none1 more apt and accomplished than he, in compacting the organization that must complement enthusiasm and make it effective.

The Nominees. v. It ia not on the Pacific coast alone that there is a strong feeling for Blaine and Locjan the matchless pair. All through the Eastern States their friends have clung with unyielding tenacity, enduring faith, to the fortunes of the "plumed knight," and kept a very warm place in their hearts for the heroic -IrOfiAX. In every Republican convention and gathering, for the pant ten years, Blaise's name has, aroused enthusiasm.

When majorities of delegated bodies have been against him, the galleries have been for him almost unanimously. It was this unmistakable fact that elicited Mr. Conkling remarkable apothegm, "The shallows marmur, while the deeps are dumb." The galleries of the Opera House drowned every other sound with ringing cheers for Blaine, while the cards were arranged ou the floor below for a "unit" Tote for rant. These pod-ular indications have been witnessed everywherefor years. The people are at last gratified by the nomination of the great typical American, who represents the average faith, hope and national spirit of the American people.

It ia an unsurpassed specimen of eulogistic eloquence. Every sentence burns with livid light.

Reproduced in Saturday's Tribune, it will find fresh and permanent appli cation, to the existing situation and new admirers. The National Committee would do well we're they to reprint that masterly speech upon a broad poster, and emblazon with it the walls and bill boards everywhere. It would there find other thouaanda of appreciative readers, and furnish texts for the cam paign, on which the people would preach moat effective discourses at the street corners, ia ahopa and at firesides. This is to be the people's campaign; another Lincoln' march to the White House. 'Popular enthusiasm will eon 'tinue to rise to greater hights, aa the times for State electione approach.

Some of the Eastern press have attempted to erect temporary dams to atop the rising waters. These only -serve to ac-, cumulate the flood oj popular feeling. All obstructions will be saept away; those who bsijd puny mud-walls will be swept down the irresistible current and overwhelmed.
