No 2. i Ve intimated at the close of the previous article upon Ibis subject, that the natural resources of the though great in their combined character, might, by neglect or mismanage-ment, be greatly reduced It is for tbo internal ef the Slate, an of individual citizens, 'therefore, to understand the separate, general, and relative value of all the resources of Ihe Slate. It. has-been the misfortune of Maine, thf her policy, in reference to her public domain, has been to realize an immediate revenue without sufficient regird to its future effects. A portion ef the community seem to consider the only available resource of the public lands to be the growth ot timber, are disposed to part with it for the most ready pay, and leave all cave of the land aa not worth the expense of attending to it.

While others seem to consider the lumber aa inexhaustible, and a proper article on which to raise a revenue, without regard to waste. Others again, and by for -too large portion the public lands as a proper object of speculation that the Slate should bold them in slight estimation and dis-poae of them in such quantities and for snch price cs persons may wish or be willing to pay. Immediate personal advantage is with such, the aim and end, and beyond this they care not a fig. Other atill, deem it important to dispose of the lands as isst as possible to actusl settlers. While a few consider the public lands as possessing, if rightly managed, an immense fund of wealth for the future rise of the State, and for the tiling generation.

Now we deem it of vast importance that the public lands should be considered in reference to aU their resources, in connection with the resources and growth or other parts of the Slats, and not in reference merely to the lumber that may be upon them, or the amount rj immediate revenue that may be procured for the public treasury. For the purpose of having the people underatand this matter in all its branches, we would that the State Government through the board of internal improvement, or perhaps, better still, by a special commissioner, institute inquiries as to the resources and pro' duclions of the State. Aod that the facta so collected be rxtensisely published for the use of the We would that the legislature should exercise a prudent, but fostering and generous care oxer all enterprises, calculated to deralope the natural resource, and give a steady and aura prosperity to the people. Like the ctmcaphere which ie everywhere diffused, sustaining vitality by an equal and beneficial pres-ourenll upon. la all this there need be no partyism.

It is common ground on which all can unite. Sat aside end beyond what legislation, or the State authorities, en do, we wish to call the site lion of the people themselves to this matter; that, by the direction of personal labor, effort, example and enterprise, they miy accomplish great good to posterity and to the State. From what we have already said upon this object, it will be seen that we closely connect the interests of the great bunches of human enterprise, in this Stale lumbering, agricnl- scnnfaelures, commerce, and the fish- ries. The true interest of ail (and included iu all, is th general prosperity of tbs people) is, to bar the department in just proportion. "During the late moderate spell of weather, we, of the east, have been visi-trd with as much rain and as great fieshets though not attended with so disastrous consequences, as have, our more Southern brethren. Our rivers and streams have been filled to ever-flowing, the ice has broken up in several of our rivers, and iu some instances, bridges have beeB carried away, and the great rise of water has impeded the progress of the mails. The Kenduskeag river, which empties into the Penobscot in this city, has been higher than it has been known to be for several years, and we understand the Penobscot is clear of ice, as far up as Hampden As far east of us aa Calais, the fall of rain has been great, and the snow had nearly disappeared. The St. Croix is clear of ice op to Calais. 0The Calais says the time is approaching when the veil which has concealed the principles of the federal party from the eyes of the people, must be laid aside.

That's a fact. And the time is approaching too, when the manner in which that party haye squandered the people's money for twelve years past, will also be exposed to the eyes of the people. They will then wonder that they have so long placed confidence in the leaders of party so little deserving of confidence, and so totally destitute ol honesty. The disclosure will be any thing but pleasant to federal locofoco. ism in its death struggle, after i corrupt and profligate reign of twelve years.

But the people demand it, and it must come. UWe have no New York papers to-day, and no Congressional news later than Wednesday.
