That Section 28 of Article VII of the Constitution of the State of Arknnsas is hereby amended to read as follows: "Section 28. (a) The county judge shall be the administrative officer of the county, and in his capacity as county administrator the county judge shall, in the manner provided by law; approve the disbursement of money for county purposes; supervise the construction, maintenance and improvement of comity roads and bridges, county buildings and other county improvement; make contracts, purchases and sales In behalf of the county; and, perform such additional duties as administrative officer of the county as may be prescribed by law. The General Assembly shall enact laws requiring each county judge to furnish a surety bond of a corporate surety company authorized to do business in this State, in such amount as may be determined by law, for the faithful performance and accounting of all duties imposed upon the county judge as county administrator. Any person aggrieved by any act or omission of the county judge, acting in his capacity as county administrator, may appeal to the circuit court of the county, and from the action of the circuit court may appeal to the Supreme Court. (b) In addition to his duties as administrative officer of the county, the county Judge shall be the judge of the county court. The county court shall have jurisdiction with respect to the internal improvement and local concerns of the respective counties, except with respect to those duties of the county judge as the administrative officer of the county as provided in sub-section (a) of this section, as may be provided by law. (c) Until otherwise provided by law, jurisdiction and duties of the county court, existing at the time of the adoption of this amendment, with respect to bastardy, vagrancy, the apprenticeship of minors and the Juvenile court shall be vested in and performed by the chancery court of the county, provided that the General Assembly may vest such .duties; r or;:. 1 Jurisdiction"" in'-'^uch other courts or departments as may be provided by law." SECTION 2. That Section 39 of Article VII of the Constitution of the State of Arkansas is hereby amended to read as follows: "Section 39. Every township shall elect at least two justices of the peace and such additional number, based on the number of electors in the township as may be provided by law.
