Smith Tel. 4753 Est. 1874 Meany Raps Choice For Labor Panel MIAMI BEACH, Fla. (AP) Organized labor's top chief Monday characterized the prospective new chairman of the House Labor Committee, Rep. Adam Clayton Powell as a "terrible" choice for the job.

George Meany, president of the AFL-CIO, said Powell had a poor voting and attendance record in Congress and has "used his position to stir up racial hatred at the slightest provocation." "I think it's terrible to have a man like that chairma of the labor Meany said. Powell, a Negro and pastor of the Abyssinian Baptist Church in New York City's Harlem area, is in line on a seniority basis to move up next year as chairman of the House Education and Laporat is, if Committee the in Democrats Washington, retain control of the House of Representatives. The present chairman, Rep Graham Barden is are; tiring from Congress this year. There was no immediate comment from Powell on Meany's criticism, voiced after an opening session of the AFL CIO's Executive Council: One of Meany's council colleagues, President A. Philip Randolph of the Brotherhood of Sleeping Car Porters, said he disagreed and felt Powell deserved the committee chairmanship.

Randolph is also a Negro. "I don't like Rep. Powell's ord of absenteeism either and I hope he will improve it," Randolph said. "But he has a good record of voting on labor questions and. civil rights.

"I am also opposed to any statements that Rep. Powell has made that may be labeled as racist, although I am sure he not a racist at heart." Randolph said 1 Powell would be "a distinct improvement" as bor committee chairman over Barden, who, Randolph said, is "not distinguished for his devotion to laother civil CIO rights." leaders privately deplored Meany's open criticism of Powell, feeling that labor unions will have to deal with him as labor committee chairman. They agreed, however, that Powell's frequent attachment of racial discrimination banning amendments to bills in Congress has jeopardized and sometimes killed measures which the unions regard as worthwhile. Powell is due to face trial soon on federal income tax evasion charges, WANT ADS BANGOR DAILY NEWS WANT-AD CLASSIFICATIONS NEWS WANT- ADS arranged to give the greatest possible service to readers.
