The department said the number of unemployed blacks, aged 16 to 21, increased by 100,000 since July 1976 to a total of 756.000 this summer. Their jobless rate, at 34.8 per cent, was up almost 4 per cent.

By comparison, joblesness among all youths in the 16-21 age group whites as well as blacks, declined slightly from last summer, dropping to 15.3 per cent from 15.9 per cent in July 1976, But the department said it. was only white youths who benefited. By comparison the over-all U.S. unemployment rate in July was 6.9 per cent. The rate for blacks and oiher minorities was 13.2 per cent while the rate for whites was 6.1 per cent.

The report, prepared by psychiatrists who examined the Son of Sam suspect in Kings County Hospital, said Berkowitz was a result of mental disease or defect" and therefore "lacks capacity to un-1 derstand the proceedings against him or to assist in his own defense." Justice Gerald Held, who read oart of the report at a hearing in Brooklyn Supreme Court, sent Berkowitz back to the hospital for a new round of mental to be performed by both defense and prosecutiuon lawyers. He also sealed the rest of the report and cautioned both sides in the legal battle not to reveal its contents. the hearing adjourned. Gold told reporters outside court: "The position of the district attorney is that David Berkowitz will stand trial," Berkowitz is accused of murdering six young people and wounding seven others during the yearlong Son of Sam rampage that ended with his arrest three weeks ago. Gold said his position was "based on a variety of factors," including statements made in sealed section o.

"Psychiatry is fundamentally an art, not a science," Gold said "The ultimate decision will be made by the court." Eight court officers sur Berkowitz throughout proceeding. He wore a new grey vested suit which seemed too large and handcuffs that appeared to fit snugly.

As he approached the defense (table, one of his lawyers, Ira Jultak, asked: "Are vou OK?" Berkowitz nodded yes but said nothing during the hearing. As soon as Justice Gerald Held took the bench at 10 05, the administrative judge, Justice Charles Rubm, handed him a sealed manila envelope containing three copies of the psychiatric report. The report was written and signed the two Kings County Hospital psychiatrists who examined Berkowitz Dr. Daniel Schwartz, director of forensic psychiatric services, and Dr. Richard Weidenbacher Jr.
