BOSTON POST. MONDAY JANUARY 19. 1891 A HEAVY STORM OF SLEET 'Telegraph and Telephone Wires Out of Service service. Had all the electric wires crossed been provided with heavy insulation a large amount oi damage would have been avetted CONDITION OF THE FIRE ALARM Electric Light Lines Cause Much Damage and Fire 1EEP0RTS FROM SUBURBAN TOWNS The storm which reached this city Saturday tnornlng, while not particularly severe as far depth of snow was concerned, proved the most disastrous to electric wires that has occurred in this Vicinity for many years 'bearan by snowing with heavy damp hakes, and as the day progressed the snow gave place to rain which froze as it fell and covered everything out of doors with a coating of solid ice. The temperature remained at about the freezing and the ram still falling cansed 'the ice to form rapidly and solidly on the tele 'Kfapb and electric wires.

The additional weight thus suddenly formed soon produced effect and one by one the wires lliegan to part, falling on others and them to break and also crossing light wires. In Lechmere Square iJElast seven telephone poles, on which were strung 650 single wires and icible containing fifty more wires, were thrown (to the gronnd, doing an immense amount of i damage. A horse car was caught in the bris and one of the horses coming in contact 'with a live electric light wire was instantly killed. Mr. Morse, the inspector of wires for the city of Cambridge, was soon on the soot, with the assistance of the telephone of- and The Police and Fire liepartments succeeded in restoring something like order cat of the chaos.

An order was given to shut -off the electric light and all Saturday evening 'Cambridge was shrouded lu semi-darkness. Yesteraaythe damage was temporarily paired and the lines were ouce more in work order. Yesterday was an anxious time for the Bos ton Fire Department, Soon after midnight trouble began to show itself in all of the thirty BIX circuits of the fire alarm telegraph, and gangs of men were at ouce sent out to repair damages. They worked like beavers all night and all yesterday and by night fall many of the circuits were comparatively in working order. The cold weather, accompanied by fine rain, which prevailed all of yesterday morning did not help matters any, and a call at the operating room in the City Hall last evening showed a very unsettled slate of affairs, not withstanding the efforts of Inspector Flanders and his men.

Three circuits, those leading to the North End, West Roxbury and Brighton were useless, and nearly all the remaining circuits were in a patched up condition. One wire that was apparently perfect had beon crossed by an electric light wire and the operator did not dare to ctose the circuit for fear of burniug out all the other instruments on the Une- One or Two Telephones Were Fused, and the operator narrowly escaped receiving a severe shock. Every precaution was taken to guard against accidents and the police and £re patrol were ordered not to take any chances in giving an alarm, but to go to the nearest engine house if there was the slight delay in receiving a response to an alarm in. Preparations were also made to send by telephone and every safeguard possible was adopted. The operator reported the storm the most disastrous, as far as wires were concerned, in many years, and it will require two more days oi hard work to set matters at rights.

At the Western Union office on State street things were badly mixed, although much hard work had been accomplished daring the day. One direct wire was working to New Yoi and that was a patched up line ihat could do only limited amount of busineas. This one wire was all that remained out of fifty regular lines. There were fonr wires to New York via one duplex to ChicfMgo. one duplex to Buffalo, and tlie lines were working all right as far east as Bangor.

The Severity of the Storm seemed to be to the southward, and it is 'thought that all the wires between New Maven and Ne York are down. As the storm occurred on Saturday evening, the business was comparatively light, and messages were handled without much delay. The night manager reported comparatively little trouble in the city, but outside it was one of the most disastrous storms to the wires in many years. He stated that the trouble would probably all be remedied oy Alonday night.

The Postal Telegraph Company which usually runs twenty or more wires to New York, had but ono working to that city last evening, and that a duplex by the way of Albany, To the leastw ird the lines were clear to St. John, N.B.. and Westward of Albany and New York there seemed to be no trouble. Providence could be worked all right, but most of the breakage lay between that city and New York. Large gangs of men had been kept con- Btaotly at work and it was thought that soon everything would be in working order.

Tbe most serene people were the Long Distance Telephono Company, whose lines snffered little or no damage. Some of its wires went down in tbe wreck at East Cambridge Saturday night, but they were repaired nefore noon yesterday, and the only other trouble was the crossing of several wires by others falling Tipon them. The excellent construction of this lines and the hard drawn copper wiie used account for the freedom from trouble it enjoys in some storms. All the wires at New York were working-finely last evening as well as the local lines. The New England Telephone Company had about one hundred wire.s down, and generally Many of its wires in the smashupin East Cambridge, but this break was all repaired yesterday, and large gangs of men were employed all day in clearing up the wires.

Several Instmments Were Burned Oat by the wires falling on electric light wires, and today wHl probably discover nianv more in business oflttces that were not opened yesterday. The damage is extensive, and will require a day or two to fully repair. The police telegraph wires suffered with the rest, but were quickly repaired. The electric cars had a lively time on Saturday night, for the ice lorming on the trolley wire made a poor con- nectionand a consequent loss of power, so tnps were lost and dPlays were frequent. the trolley wires were comparatively Dee, and trips were made with Kome idea of schedule time.

The iiorse cars experienced but little trouble as the snow was not deep and was easily removed by ploughs. Perhaps the most dangerous rest! from the broken wires was on the Jccal railrodds. where the lines used for truti despatching were out of order. On the Old tyoiony Kailroad trains were run largely by lauh and vigilance, for No Telegraphing Could be Done, and conductors and engineers were ordered to exercise the greatest caution. The same trouble was also experienced on the other Southern and Western roads, hut to the northward there was less difficulty, for the storm did not seem to be so severe in that direction.

Many Fallen Wires Canse Great Damage, Part of the City in Darkness. Jan. storm in Salem was the most severe of tbe season, the snow in the forenoon changing to rain in the afternoon and this freezing as soon as It fell formed sheet of ice on tbe making pedes trianism almost impassible. The electric wires were coated with ice and many fell into tbe street, while the electric cars were run with man on the roof of each car with a device to clear the trolley wire Earlv in the evening the telephone and fire alarm wires became entangled, and many of thorn fell into the street ana tbe electric lights in North and South Salem were shut off. This forenoon, owing to the danger from fallen wires, the electric cars were stopped and the current shut off.

The railroad is completely dls ahled, only one wire to Beverly being in working order, and at 6 tonight the vvesteni Union had only one wire left to Boston. Last night the telephone wire broke near the depot and cros.sed the electric light wire. the current entered the telegraph office with a loud explosion and melted some of the instruments. As the gas was cut off on streets where the electric lights are located, that portion of the city is in total darkness.the city officials having giAeu orders not to turn on the electric cur lent, although the light circuits are all right, but fire is feared owing to the numerous crosses from fallen wires.

The Storm In Providence. rovidekce R. Jan. sleet storm was particularly severe upon the overhead wire service of every kind in this city. Telegraph, fire alarm and telephone wires were constantly crossing the electric lighting wires and the heavy current was carried into buildings, burning out telephones and in some instances setting fire.

In the vVesteru Union office the lighting current came on one of the messenger circuits and a fire which required the services of a hose company. One-half the telephones in the city were inoperative ana none of the telephones in the police circuit would work. By midnight it would have beon impoasible to turn in a fire alarm from any box in the city as every circuit was down. The costly re- neater apparatus in City Hall dome was saved from by constant watching. The police signal box wires were about the only ones left in working order.

At 3 o'clock this morning the electric lighting station was shut down by order of the fire department to prevent farther damage. Limbs are reported broken from trees all over the citv. Boston and Worcester trains were delayed about three hours this morning by a washout near Baw tucket caused by a bursted water main. Wires Down in Fall River. all iver Jan.

Many Breaks in Brookline. Considerable damage as done to wires in Brookline by the storm. A force of men under Superintendent Cooper, under the Fire Alarm and Police Squad service were kept busy all day repairing the wires under his charge. About six fire wires were down, while a number of ponce signal wires were also broken, thereby making it necessary for patrol men to use the telephone when reporting from certain boxes instead of the automatic register.

Suner- intendeiitDavis of the telephone exchange had over a dozen wires to repair, but the local service was not seriously affected bv these breaks as they were mostly connected with out of town exchanges. THE Congressman Select Committee Makes Its Report. ashington Jan. 18. RepresenUtive Candler of Massachusetts, chairman of the select committee on the B'dir, has presented to the House the report of the sub-committee that went to Chicago to exainiue into the condition of fair matters there.

The report says that the Columbian commission had produced confusion as well as cau.sed unnecessary expenditure in using money which hud been intended by Congress to pay expenses of the gov- erniuent exhibits and not to pav excessive salaries to the officers of the commission. These salaries, in the opinionof the cominittee, are excessive and should not be continued. Too great expeuses have also been incurred in the appointment of such a large number as w'oraen on the board of lady managers, siud the calling togetiier of tbe board when the duties which will devolve upon it were not ready for its attention. In order to carry out the suggestions of the report to place the whole enterprise on a mure solid footing and carry out the Evident Intentiuii of the board submits a mint resolution directing tbe oecretary of the Treasury not to approve the payment of any expense attendant upon a meeting of the Columbian Commis Sion or of tbe board of lady managers except such meetings us mav be called at the time of the dedication and opening ol the fair; nor to approve the pavment of an expense attendant upon a meeting of the executive committee of the Colnmbian commission, or the executive committee of the board of iaav managers except such meetings as mav be heid not ofteuer than ouce in six months nor to approve the pavment of any salary to any officer of tbe Columbian Commiasioii out of any money which has been or may bo available for such purpose other than an annual salary, not in excess of $6,000 to the president. $4,000 to the vice- chairman of the executive committee, and $3,000 to the secretary; nor to approve the payment of any salary to anv officer of the board of lady managers in exce.s.s of to the president, and to the secretary; nor to approve the payment of anv excms of the Columbian commission, or of the board ol lady managers, other than those hereinbefore mentioned, which shall amount to more than $10.000 per annum iu the aggre- 0.

Fuel Fur the Destitute. opeka Jan. Senate resolve to send a supply of coal to the destitute people of Northwestern Kansas was passed by the House Saturday. There is twelve inches of snow in the tier of counties which first asked aid from the State, and fuel must be provided at ouce. There is no iruih in the report that the Senate will adjourn sine die to prevent the election of a United States senator.

UNIVERSITY EDUCATION. Its The Fifteenth Annual Meeting of Friends at Boston University. Mias Marion Talbott presided at the Fif teenth annual meeting of the Massachusetts Society for the Education of Women, helu iu the Claflm room of Boston University on Saturday morning. The secretary and reports were read by Miss Charlotte W. Barrell and Miss Abby W.

Hunt, the latter showing that $616 had been expended daring the year. Miss Eva Channing reported for the library committee. Miss Elizabeth Deering Hanscom gave in detail the work of the beneficiary committee and Miss Florence M. Cushing told of tho work accomplished by the laboratory at Hall and the money needed to carry it on. She an nounced that entertainments would be given In Tremont Temple on the evenings of Feb.

19 and 27 for the purpose of raising funds. Mrs. Emma Atcklnson report of the extension of the university education of women throughout the world was especially interesting. She reviewed the unusual developments that have been made in our own country iu this direction during the year, touching upon the "signal victory of the year won by women for opening of the medical schools of Johns Hopkins University to women students. "It is the glory of Mrs.

Almy, she and her colonies keep adding to the opportunities of higher education for women. The Umversity of Edinburgh is about to open its doors to women. The University of Glasgow has received $100.000 for the pur pose of extending its privileges to women, ilie Royal University of Ireland has- couferred the degree of Bachelor of Arts upon thirteen women, and that of Doctor of Laws upon several others. The Univer.sity of Oxford offers prizes with utmost latitude. Bedford College, of London, has fine labom- tories for women.

The University of Montreal and the University of Australia welcome women students, and for the latter university $1,000 has been raised to extend the higher education of women.
