"The second phase of responsibility of the Water Department, then, that of assuring that the water supply is of good quality, has become a prime and immediate concern to us.

Recent examinations of the Village water supply by the New York State Department of Health, the results of which have been reported to the Water Department and the Village Mayor, have indicated that the quality of the water is highly unsatisfactory. lo summarize, the Health Department reports indicate the following with respect to the reservoir water supply: "1. A high coliform (bacteria) count in the distribution system; "2. Highly discolored water; "3. Turbidity three times above acceptable standards; "4.

Extremely high iron and manganese content; and "5. High amounts of free ammonia and consumed (lack of) oxygen. "The presence of these impurities in the water supply cause the many complaints which have been brought to our attention in recent weeks. The high coliform count makes it necessary to heavily chlorinate the supply in order to kill the coliform organisms, producing a highly objectionable taste in the water. The high iron and manganese content causes a further objectionable taste, discoloration of clothes, and deposits in the distribution mains.

The excess turbidity (suspension of particles in the water) anc' the discoloration makes for a product that is highly objectionable in appearance to the consumer. "The Water Department, a number of months ago, hired the engineering firm of Nussbaumer Clarke, of Buffalo, New York to make a study of the present system against the background of the poor quality of the reservoir water supply with the understanding that it submit a report on the basis of its findings for improvement of the quality of the water supply. This firm is experienced in the field of municipal water plants. It has been retained by the Village from time to time over a period of 30 years as a consultant in engineering matters. Recently the Village retained the engineering services of this firm in connection with a million sewer construction program which is now in the planning stage.

Its competency in the field of municipal utilities Is unquestioned. "On completion of its study Nuss-baumer Clarke recommended a two phase construction program which would solve the water quality problem which now confronts us. The first phase would cost an estimated $783,700 and would renter around the construction of a water filtration plant which wov-ld involve an estimated $697,000. The balance cf the first phase program cast would be used to construct a reservoir intake and intake conduit, eliminate manual operation of the lth.ira Street Well, and replace existing transmission lines on Cayuta Avenue. Spauldin Street and Providence Street with lines of greater diameter.

"The second phase of the recommended construction program would cost an estimated $533,300 and would consist of the construction of a storage tank and pumping station at an estimated cost of $177,900, new transmission lines at $62,600, a water softening plant at the Ithaca Street well at $50,800 and removal of silt deposits MADRID, N.Y. (AP) Volun teers continued searching for the body of a 21-year-old woman the only missing member of a group of three duck hunters who disappeared Wednesday in the Susquehanna River about 20 miles south of here. The bodies of the other two have been recovered. Still missing is Marta Van Dyke.l of Boothwyn, Delaware County, Pa. She and the two brothers Anthony, 21, and John F. Markert, 28, both of Lancaster failed to return from a duck hunting trip.

Anthony's body was recovered from the river Saturday, his brother's on Monday. Man Arrested in Major Hijacking NEW YORK (AP) The FBI announced the arrest Monday night of a Westbury man in the hi-jacking of a half million dollars worth of electric shavers last week. According to the FBI, Seymour Lichten, 43, was arrested and charged with the theft of a tractor trailer containing 2,093 cartons of electric shavers. Additional wells would serve only to increase an already abundant and ample supply of water.

They would contribute nothing toward the solution of the poor quality of the water taken from the reservoirs. Con struction of additional wells for the nurDOse of making the Waverly Wa ter svstem an all-well system would be impractical. The reasons are based on solid engineering principles and basic water system operational economics; uncertainty of well water supply, the heavy cost of operating and maintaining wells, the degree of hardness in local well water, the high cost of construction of softening units, and the necessity for maintaining of the reservoirs for fire flows even were the local water system to utilize well waters exclusively. Further, such a plan would mean the abandonment of the present reservoir svstem and supplv, capable of yielding a million gallons of water per day at a minimum cost per gallon, and which system Is bought and paid for. "The Water Board has unqualifiedly recommended to the Village Board of Trustees that it proceed immediately toward construction of Phase I of the recommended improvement to the water system, or basically the construction of a water filtration plant.

The need is obvious; reservoir water with a high coliform count, discolored, turbid, at times muddy in appearance, objectionable in taste and smell, and with an iron and man ganese content so high as to cause discoloration of clothes, and heavy deposits in the transmission mains. Our engineers advise us that construction of a filtration plant would alleviate these problems and assure a healthy, clean and palatable water nroduct to the area served by the svstem. The cost would be defrayed over a reriod of years by an increase in water rates, tentatively estimated at approximately 50 to 80 per cent above the present levels. "The Water Board remains willing at any time to discuss its position with the Board of Trustees or interested citizens. We have already had the opportunity to discuss our recom mendations at a ioint meeting with the Village Board, and in the pres ence of the engineers who made the study and recommendations on which our resolution was based.

Hopefully our position is now clear to all inter ested parties. The Board of Trustees, and eventually the residents of the Village should the Village Board de cide to support foru recommendations, now decide whether or not to follow through with the program we have recommended." Knapp graduated from Cornell University with a Bachelor of Arts degree in business administration and has further studied with the American Institute of Banking and has been a part of a special executive development program at the Clare-mont Colleges in Claremont, Calif. Knapp is presently a member of the United Crusade, Los Angeles Chamber of Commerce, Woodland Hills Country Club and was recently named an Elder in the Woodland Hills Presbyterian Church. Mr. Knapp resides with his wife, the former Doris Anne Cook, daughter of Mrs.
