end-the-war amendment, beset in the past by administration Republicans, now faces a new challenge from a Democratic colleague who wants to incorporate major changes In language offered Tuesday, Sen Howard Cannon, DNev would cut off funds for keeping troops in Vietnam by around Dec 1 if an agreement can first be reached on releasing the American prisoners It would replace Mansfield proposal to pull all forces out of South Vietnam by Oct 1, without any conditions Under his language, American forces could remain in other parts of Indochina but only until there was an internationally supervised cease-fire, a return of the POWs and an accounting of those missing in action Mansfield warned that the changes proposed by Cannon would negate, gut his amendment and tie us to the apron- strings of South Vietnam and keep us attached with them through thick and thin and at whatever the cost Mansfield made it clear that if his amendment is diluted or defeated he will try, and try, and try again before the end of the session Although the Mansfield end- the-war amendment has been before the Senate since June 8 and has been debated sporadically, no showdown is expected before the end of this week or possibly next week Republicans are expected to further seek a revision of the Mansfield amendment by including the cease-fire as a condition for a total pullout from South Vietnam That would almost put it in line with administration policy Mansfield said in a Senate speech that his amendment has no ifs, ands, or buts tied to the total pullout and would finally sever this umbilical cord tying the United States to the Saigon government Cannon said, however, that I cannot support legislation to bring the war to an end that does not provide effective protection for our prisoners of war and those missing in action Berlin Wall Move Sought BERLIN UPI West Berlin and East Germany initialed an agreement today to move the wall back at a main city square so it will no longer block West silent so far about his Democratic opponent and his spokesman says he plans to remain silent until after the Republican convention next month But other members of the Nixon administration have not been so constrained Former Treasury Secretary John Connally Jr one of the most outspoken members of Nixon inner circle, has'been blunt in his denunciation of George McGovern He pinned the labels radical and isolationist on him and announced he would seek out like-minded Democrats to back Nixon Displaying the political form that so endears him to the President, Connally stood on the lawn of La Casa Pacifica, Nixon Spanish-style home in San Clemente, Calif last week and complimented McGovern on the sincerity of his views Can't Fulfill Promise I think he means it when he talks about trying to cut the defense establishment by 30 billion a year But to me this means a retreat from responsibilities in world leadership 1 think he means it when he talks about giving 1,000 to every man, woman and child in this country But I think it is the height of fiscal irresponsibility 1 think he means it when he talks about giving amnesty to draft dodgers But to me this is a glorification of men who refuse to serve their nation Connally, who had just returned from a 35-day round- the-world trip on Nixon behalf, said McGovern promise to bring all troops and prisoners of war home within 90 days of his inauguration was one he could not fulfill because even a President could not bring home prisoners of war in the hands of the North Vietnamese Rogers Joins Chorus It as an unfair statement, and it is a statement that, franklv sabotages the efforts of this administration and of the peace negotiators in Paris to try to bring the war to an end on a negotiated basis, Connally said The next day Rogers, also back from a trip abroad, joined the chorus by agreeing that McGovern Vietnam pronouncements were irresponsible and harmful Any proposal that gives the enemy exactly what he wants makes it very difficult for us to negotiate on any other terms, Rogers said Both men put campaign-style emphasis on the fact that the world leaders they visited on their foreign travels more than 20 between the two of them thought of Nixon as a responsible man of peace and prestige abroad was at a new high Timmons Needles Congress Nixon domestic experts also have been vocal Treasury Secretary George Shultz and congressional liaison man William Timmons branded the election-year spending of the Democratic Congress as inflationary and some of the President's aides have urged him to address the emerge Bus Proposal Study Starts WASHINGTON UPI -Responding to White House pressure, a House Education subcommittee today took up President Nixon's proposed legislation to ban busing to achieve school desegregation Because it is an emotional issue and Congress has only a few weeks to meet before recessing for the fall campaigns, many observers had considered the Nixon proposals to be dead The President legislation would bar court-ordered busing for integration purposes for elementary pupils Busing could be ordered for secondary students as a last resort after other desegregation approaches were exhausted Another feature would target already authorized funds for poverty schools to help disadvantaged pupils as an alternative to busing SubconuTiittee chairman Roman Pucinski, D-Ill said the bill was called up at the request of the White House The President legislation was only one of several an- tibusing measures that have been resurrected since Congress convened after the recess for the
