Governor Signs Bill Requiring Public Airings On Rules Gov. Robert Crosby has signed into law a bill requiring state agencies to hold public hearings on proposed rules or changes in existing rules. However, the measure provides that the governor may waive the hearing, in writing, if in his Judgment it is in the pullc interest. The Legislature may reject or alter rules of state agencies, and after an agency has held a hearing, the approval of the proposed rule oF change is required. The attorney approval is required for railway commission rules.
