was voted to raise $750 as a subsidy to offer to a physician for locating here Later in the year the trustees of the Barrett Memorial hall fund agreed to add to that amount $360 and continue making such an appropriation annually for three years George I Varney and Irving 0 were the members of a committee elected to search for a doctor and make all necessary arrangements in the matter To them and Robert Guenther and Anthony Gorgoglione and their employes meet the entire demand of the United States Canada Central America and Mexico and have little trouble doing it Not long ago every barber shop in the city and the country had its shelves monqgranied of and decorated mugs each the property of some substantial citizen In sophisticated spots the shelves have disappeared There remains something of a traffic in mugs however for the continent of North America still absorbs 4CHK) or 15000 a year Mr Guenther laments the decline in volume of business and a concomitant falling off in inventiveness or esprit de fantaisiei on the part of clients ordering specially-decorated mugs Nowadays about all most people want is a plain gold band with perhaps the name or an initial in old English characters Occasionally however the shop still gets orders showing that fancy is not completely dead The mug however of which Mr Guenther is proudest and which he regards as rather a masterpiece is the one commanded by a grateful husband 'on the event of his wife's recovery from a serious operation It was presented to the opera fng surgeon and on it as speci fled was a picture of the operation with nurses surgeon scalpel and a The New- Yorker Washington April 9 (AP) Prospects of an early settlement of the capital's social upheaval over the rank of Mrs Edward Everett Gann sister and official hostess of Vice-President Curtis as a guest at official functions were seen to-day in the decision of the diplomatic corps to ask Secretary Stimson for a definite ruling The diplomats discussed the intricate problems for two hours last night at a meeting called by Sir Esme Howard the British ambassador as dean of the corps They agreed that in view of the protest by Vice-President Curtis against the ruling issued by former Secretary Kellogg placing Mrs Gann's social rank below that of the wives of diplomats and incidentally the wives of cabinet members and senators Sir Esme should take up the matter with the new secretary Because of the large number of social functions planned before the vacation season begins it was thought that a definite ruling was more desirable than efforts to avoid embarrassment by arranging-guests lists so that they would not include both diploniats and the vice-president Such a course it was felt might have little or no effect except to add one more complication to the already extremely complex problem of social rank in Washington especially in view of the claims of the chief justice and speaker of the House of Representatives to social rank equal to that of diplomats The diplomats have made it clear that they are not questioning the social status They feel bound to follow rulings of the state department in such matters and as representatives of foreign nations are not in a position to relinquish voluntarily their own rank in the scale of social precedence so they arc anxious to have the question of Mrs status definitely settled Vice-President Curtis meanwhile is maintaining sileneo so far as public statements are concerned but is understood to have assured the diplomats that it was not his wish to cause them any embarrassment by bis protest against the Kellogg ruling His friends are convinced however that unless the ruling is reversed or some satisfactory understanding reached be intends to refuse all social engagements which would bring the Kellogg ruling affecting his sister's status into force Possibility that the question will reach the floor of the Senate is held out by tile announcement of Senator Heflin Democrat Alabama that unless Secretary Stimson acts on Mr protest this week lie will introduce a resolution looking to congressional action to assure Mrs Gann social rank equal to that of the vice president $70000 FOR FORMER WARD Mrs Abby Fuller of Brattleboro Also Bequeathed House Brattleboro April 9 A private bequest made by the late Mrs Abby (Estey) Fuller who died March 31 was that of The centenary of the invention of the Braille system of embossed printing which opened a new epoch in the teaching of the blind by touch occurs this year and the event is being marked by a special effort in which the cooperation of all musicians is being sought to raise funds for the publication of literary scientific religious and musical works as yet inaccessible to the blind The credit for the first really successful attempt to educate the blind belongs to a Frenchman Valentin Hatty By the use of embossed paper he taught a blind beggar boy to read and encouraged hv this success extended his efforts with the most beneficial results He not only produced the first printing in raised characters paving the way for a development which reached its ultimate triumph in Braille's wonderful invention hut it was due to his labors that the Institution Nationale des Jeunes Aveugles was founded in Paris An important change was introduced by a French officer Charles Barbier who substituted embossed dots for embossed lines and at the same time invented the slate for writing It was really upon this system that Braille const meted his own great plan perfected in 1829 Braille who was horn at Conpuray about twenty-three miles from Paris had become blind as the result of an accident He was a pupil and afterwards a professor at the Institution Nationale des Jcum-s Aveugles and carefully studied all the methods of teac hing the blind based upon the use of arbitrary- characters He found that discovery most closely up pioximated to his own conception of what was required and by reducing the number of dots and effecting oth er changes he evolved the system which has made his name world fa- molts London Telegraph Words dye a dress or coat or sweater It takes real anilines to do that
