of quick MONTPELIER City Council Grants Five First Class Eight Second Class Liquor Licenses The city council at a special meeting yesterday evening granted five first c1hhi that is hotel or restaurant licenses for the sale of beer and eight second class licenses to stores or other place which may sell beer not to be drunk on the premises There were ten other applications for first class and 14 for second class licenses which were not acted on either because of insufficient information or because they had not been received at the time of the last regular council meeting These are to lie taken up for action at the next regular meeting next Wednesday evening Following the suggestion of the state control commissioner the city control commissioners meaning the city council are to hold up for a asserted is lack of economy on the part of the overseer he stated that hard coal is lteing bought for the city farm dwelling in which the heater is built for soft coal Daniels does not try to he asserted He told of several instances where expenses in the operation of the poor department had been out down by himself and Alderman Merrill in spite of the protest of the overseer chiefly for the that new bills of prices must be considered to meet the changed conditions following the enactment of this bill The has served a good purpose It has checked an orgy of wage cutting destructive alike to those engaged in the industry and the communities in which its plants and quarries are located The union activities have been most useful in checking further wage cuts a very important influence in raising wage levels in certain localities and in turning the trend upward all over the district Recommendations I recommend pending further negotiations likely to follow the enactment of the 30-hour bill by the Congress that the quarriers and the unions who are bound in their relations by trade agreements call off the "industrial and restore normal conditions in accordance with the terms of their describe as an holiday" Situation Regarding Quarriers Certain quarriers in the Barre district hold a similar contractual relation with the Quarry International union and the Barre branch of Lumpers Boxers and Derrlekmen affiliated with the same organization It has been the practice of the quarriers and uuions in this branch to make an agreement covering a period of time ami continuing from year to year until changed by agreement On or before April 1 1032 the quarriers and the Quarry union agreed to reduce the hourly rates for derrick-men channel bar runners powder men riggers engineers blacksmiths machinists and other men engaged in quarrying During the latter part of January 1033 the representatives of three quarries requested a further change in the bill of prices and other conditions These requests were made in compliance with the terms of the agreement which provided among other things that either party must give two notice when seeking a change A counter request was made by the union that the wage rates he restored as they were prior to April 1 1032 No agreement resulting from conferences a general cessation of work followed on April 1 1933 Both manufacturers and quarriers in the group emphasized a substantial disparity between the wage levels which they and the unions maintained by agreement and the wage levels obtaining in certain competing finishing shopg and quarries that such competition in the Barre district plus a competition in similar lines of the Industry located elsewhere particularly in Georgia Minnesota and Wisconsin made it impossible to profitably continue in business that the sharp downward trend in public demand gave preference in orders to the lowest bidder that such low bidders in most eases were employers not bound by agreements to pay the union scale of wages and maintain conditions defined in a trade agreement Certain employers in the Barre district in an endeavor to meet competition in the south and west had made reductions in wages from time to time Such reductions together with curtailed production effected most seriously normal annual earnings of the workers These conditions conspired to arouse the employes of the non-union shops and quarries to resentment and a large proportion of them joined the unions of their crafts Not All Places Closed Therefore on April 1 1933 when a general cessation of work in shops ami quarries became effective nearly all the non-union quarries and shops were shut down Two important quarriers however continued to operate with substantially a normal force of employes but these operators were paying and had paid for a number of wage rates comparable with those paid by employers operating un der the union shop conditions Requests for the good offices of the conciliation service were made to the secretary of labor in accordance with a provision in the trade agreement between the quarriers and quarry workers appeal to the federal department of labor to send representative to investigate and make recommendation as a basis of The commissioner of conciliation assigned to deal with this controversy having conferred with the parties and made a preliminary survey of the matters in dispute suggested to the and shop employers to unite for the purpose of considering proposals made by the representatives of the unions and eoncertedly permit negotiations to go forward to the end that a compact could tie adopted which would establish prevailing bills of prices alike fair to all employers and employes in the district Certain of the "open" shops employers objected to joining with the shop employers ill such negotiations giving as a reason that it would bind them to tho Both groups of employers however met together and discussed among themselves and conferred with the commissioner in an endeavor to find common ground upon which they could stand and act eoncertedly for the welfare of the industry in the Barre district Both groups have offered bills of prices for the consideration of the employes The union quarriers offered to continue the bill of prices which was effective by agreement from April 1 1932 to April 1 1933 This proposal was rejected by the union for one reason among others that its acceptance would not bind tho nou-union quarries Certain non-union quarriers however in a statement made public in the press announced that they would pay such prices or better Tho non-union manufacturers in a statement similarly published set forth a bill of prices contemplating the hourly' rate of wages for all employes engaged in that class of work It fixes a minimum of 85 cents for cutters in comparison with the minimum of $1 which is the price agreed upon between the manufacturer and unions in the existing trade agreement Conflict Over Wage Classes There is a sharp conflict of opinion between certain of the "closed manufacturers and the union relative to the persistence of the union in supporting tho claim that cutters polishers blacksmiths etc should each receive $1 per hour Certain employers declare that there should tie a different raise in these classifications and Golf Course to Open Saturday The season is so
