A governor must issue written reasons for yetoing a bill if the Legislature is in session. This Constitutional requirement is waived when the Legislature goes home for final adjournment.

The governor can exercise a pocket veto by simply not taking any action on the bill with 10 days after the final adjournment. The Legislature can pass a bill over a governors veto only by mustering a two-thirds vote in favor of the measure in both the House and Senate. Usually, the governor signs the bill and it becomes law. This process is repeated dozens, hundreds of times every legislative session. Sometimes the process ends early and a bill, having been introduced, is withdrawn by its sponsor.

Sometimes the process ends later in the session, when a committee vote or a roll call on the floor of the House or Senate dooms a bill. Sometimes, the process ends abruptly at the end of the session, when a bill dies, unpassed, with the adjournment of the Legislature. Issues (Continued from page that when the state is broken down using individual towns as a basis, some differences do arise. For example, Rutland City will probably lose one or two representatives regardless of whether the reapportionment is based on population or registered voters. But the Burlington district is another matter.

Using the number registered voters as the deciding factor, the district probably would gain one seat. But if the reapportionment were to be done according to population, the district probably would lose two of its 15 seats..
