But each of the three big television networks will cough up about 10 percent less than they did last season for the privilege of carrying National Football League games. That's the outlook as CBS, NBC and ABC enter the tiome-stretch of their negotiations with NFL commissioner Pete Fozelle, who has devised a new wrinkle guaranteed to make up for the financial shortfall the league will sustain under its new deals with the three giant networks: Rozelle will establish a series of Thursday and Sunday night games, probably to be carried by the ESPN all-sports cable channel. ESPN will shell out $70 million for the rights to those telecasts, plus the rights to several pre-season exhibition games and the post-season Pro Bowl. Here's where the TV football negotiations currently stand: ABC will preserve its "Monday Night Football" franchise, but will pay only about $115 million a year for that package, a savings of about $20 million.

In addition, ABC won't have to carry those usually low-rated Sunday night and Thursday night football telecasts several times a year; those games will get gobbled up by ESPN. Under that financial setup, ABC's losses on pro football will get slashed from $40 million annually to perhaps a mere $10 million. CBS will continue televising the Sunday afternoon games, again concentrating almost exclusively on the National Conference teams from the bigger cities with bigger nationwide fan-followings. As for the Peacock Network, NBC will keep carrying its Sunday afternoon schedule of telecasts dominated by the American Conference teams.

Because those teams are from generally smaller cities, NBC will pay about $20 million less each season than CBS. And ESPN, a subsidiary of ABC, will pay $70 million for exclusive rights to between six and eight regular-season games on Sunday and Thursday nights, the February Pro Bowl in Honolulu and at least four pre-season exhibition contests. ESPN will lose money on the football deal, but will surely gain more subscribers around the country. Thus, the National Football League that most successful of all professional sports federations will continue earning huge dollars from its combined network television contracts. And each of the NFL's teams will grab nearly $18 million a year as its share of those lucrative packages.

NETWORKING: Oprah Winfrey, the new queen of daytime TV talk shows, has signed to be the solo-host of the Daytime Emmy awards telecast on July 2 on ABC. "Designing Women," the CBS situation comedy about a quartet of bitchy but humorous females, is getting a much-deserved fourth shot at surviving the prime-time TV wars. The program, which failed on Thursday and Sunday nights after doing respectably on Mondays, is being reinstated in that original Monday slot, effective later this month. That big flap about Michael J.

Fox possibly quitting "Family Ties" is thoroughly absurd. The young man already has announced that he'll be with the program for at least two more full seasons, as will Gary David Goldberg, the program's creator and executive producer. One year from now, Meredith Baxter-Bir-ney will depart "Family Ties." Big deal. Her lifeless character is seen very little to begin with. Gary Deeb Is a syndicated television columnist.
