Rapp Will Return Funds WATERLOO, Iowa (AP) — Stephen Rapp of Waterloo, who was the apparent winner of the 3rd District Democratic Congressional nomination, says he is returning campaign funds given him by the Democratic party. Rapp said he is returning the $3,900 given to his campaign after the June 4 primary election to avoid any suggestion that party funds were used in a primary dispute. Earlier this week, U.S. District Court Judge Edward McManus ordered a revote be taken July 2 in a precinct on the Mesquakie Indian Settlement and in three nearby precincts. The order resulted after a voting precinct failed to be set up for the June 4 primary election on the settlement. The special balloting could affect the 3rd District congressional race between Rapp and former Federal Communications Commissioner Nicholas Johnson of Kesley. Rapp was the apparent winner by 62 votes. With the votes of the three Tama County precincts thrown out, Rapp will head into the special balloting with a 10-voteedge. Rapp said Tuesday he intends to revisit voters in the Tama, Toledo, Montour and settlement areas. The 25-year-old state legislator said he was pleased with the court's ruling and expressed confidence he will remain the winner. Group Seeks Ruling on New Sales Tax Law DES MOINES, Iowa (AP)— Iowa Atty. Gen. Richard Turner has been asked to make a legal ruling on the new sales tax law exempting food and- drugs from the three per cent state sales tax. In a letter to Turner, members of the Iowa Gasoline Dealers' Association said the new law discriminates against some retailers and the public. W. M. Zentner, executive vice president of the association, said many members sell food, candy, gum, bottled carbonated water, ice cubes and nuts through vending machines, which is taxable. "If these items were purchased in a store, or not from a vending machine, they would be tax exempt," he said in the letter. Turner was asked to rule on whether the new law affect all of the association's members. Urge Lifting of Pesticides Ban DES MOINES, Iowa (AP)— State environmental quality officials have been urged by fruit growers and horticulturists to lift the ban on pesticides that contain inorganic arsenic. Orchard operators and horticulturists argued at a hearing Tuesday before the state Chemical Technology Commission that alternative chemicals they may use to control insects are too expensive. The commission is considering a new rule that would allow non commercial use of chemicals containing a maximum of one per cent of inorganic arsenic. Although the commission bans use of any pesticide containing inorganic arsenic, the "commission is under a temporary injunction that prevents enforcement of the ban. Asks Rights Head to Resign WATERLOO, Iowa (AP)— The Waterloo Human Rights Commission has asked for the resignation of its suspended director, Willie Mosley, 27. Mosley was suspended from the $12,000-a-year job June 6 pending an investigation of alleged improper activities in connection with his office. The Rev. Percy Burt, commission chairman, said Tuesday that after several meetings the commission members agreed the commission would probably be in a better position with a new director. Among the alleged improper activities were that wine and marijuna parties had been held in commission offices and double payment of $156 to Mosley for an airplane trip last year to a meeting in Atlanta, Ga. Entrance Harry Bohnenkamp, Director Milk Prices to Be Lowered DES MOINES, Iowa (AP) Adnerson-Erickson Dairy in Des Moines has announced it will lower its retail prices of milk by seven cents a gallon, starting Julyl. Jim Erickson, president of the firm, said Wednesday the decline in retail prices is a direct result of the recent decline in raw milk prices. He said some other dairy products will drop in price, such as cottage cheese, which will cost two cents' less a pound. Prices will probably go up again in the fall he said, and added that dairy farmers are not going to be able to survive long at the lower prices. Raw milk prices peaked at about $9.70 per hundred pounds several months ago. In June, the price per hundred pounds was $9.38 and in July its expected to be $8.58. J. Robert Strain, Iowa State University economist, says the drop in raw milk prices seems to be in part, because of consumer resistance to higher prices for dairy products. Erickson said the price of home delivery whole milk per gallon would drop from $1.56 to $1.49 and home delivery of two per cent milk would drop from $1.50 to $1.43 per gallon.
