Howcy, ion of Mr. and Mrs. William Howey, 10 E. Oak West Hazleton, recently received the Marine Corps Commendation Medal for his work with the Sixth Counterintelligence Team, Third Marine Aircraft Wing at El Toro, Calif. Capt.

Howey, now stationed on Okinawa, is a veteran of 17 years in the Marine Corps. He has served at the American Embassey in New Delhi, India, and served tours of duty in South Vietnam, Japan, Cuba and ii now stationed on Okinawa, while his wife and children reside in Texas. Capt. Howey, a West Hazleton High School graduate, was cited for his many activities In counterintelligence, including "supervising and screening" and organizing and training "an extremely effective Presidential Security Force," for President Nlxon'i visit to the California base. In additon, Pennsylvania enacted a law authorizing state parties to establish rules which would permit delegate candidates to bind themselves to particular presidential choices if they wished. If delegate candidates did so, they were to be legally bound. The Pennsylvania Democrats adopted such binding rules. Furthermore, five states Wisconsin, Massachusetts, Indiana, Oregon and California retained the totally binding feature of their established primary laws. What does this come to?
