willing to consider an East-West summit meeting if there is a prospect of useful results The two leaders conceded however that conditions at present are not propitious for such a conference Informed British and American sources also said the two leaders agreed that the United States should press ahead on its conversations with the Russians in seeking a solution to the Berlin crisis and that it would be productive to continue general diplomatic contacts with the Soviets at various levels Briefed on Talks The President gave the prime minister a report on the conversations that have been taking place here between Dean Rusk secretary of state and Anatoly Dobrynin Soviet ambassador on the Berlin and German problems In a day-long meeting at the White House the two leaders discussed many other problems including the disarmament conference at Geneva the situation in Laos and the impact of projected entry into the European Common Market The President and the prime minister will meet briefly again tomorrow to conclude their discussions A statement will be issued The prime minister long has been an exponent of a summit meeting The President has favored such a conference in principle but has stipulated that preparations be made first at a lower level to determine if there is reasonable chance for success Consider Summit Series There have been reports that Mr Kennedy and Macmillan have considered a series of summit conferences but informants would throw no light on this Informants said that both the prime minister and the President expressed regret at Russian unconstitutional The court found that weighting individual ballots cast in Democratic primaries so as to favor rural over urban areas constitutes a violation of the 14th amendment Its landmark ruling was accompanied by a temporary injunction against state and Democratic party officials The injunction prohibits them from applying the unit system in determining the outcome of races for governor senator and other offices in the September 12 primary Plans an Appeal Eugene Cook attorney general said a request that the order be stayed pending an appeal to the Supreme court would be filed immediately Chief Judge Elbert Tuttle and Judge Griffin Bell of the fifth circuit court of appeals and District Judge Frank A Hooper made the ruling Their action nullified the product of a 2-week special legislative session called by Gov Ernest Vandiver The session was adjourned yesterday after reaching a compromise on changes designed to make the system acceptable to the court The ruling was a direct result of the Supreme decision March 26 in the Tennessee case of Baker vs Carr That ruling opened the way for the lower federal courts to review matters heretofore held to be The case involved a challenge to the failure to reapportion itself in line with population shifts as provided for in the Tennessee constitution Tight Vote Control Prior to its modification one vote in least-populous county equaled 99 votes in its most populous This had led to rural political control and had virtually nullified the power of Negroes and liberals The suit attacking the system was filed by Morris Abram an Atlanta lawer in behalf of James Sanders a Fulton County (Atlanta) voter Under the new system Fulton County was assigned 40 unit votes as the most populous Its least-populous county Echols received two Although unit votes allocated to these and other counties roughly followed population patterns the principle of rural control was retained The system provided for a runoff if no candidate received both a majority of the total unit vote and a majority of the popular vote as well The highest unit vote winner would face the highest popular vote candidate in that race which would nevertheless be decided on a unit vote basis The unit vote of a given county goes to the candidate receiving a plurality of the popular vote FLAW IN HIS FENCE Oversight Disclosed After Project Abilene Kas April 28 The 3-million-dollar Eisenhower library here will be dedicated Tuesday in a ceremony that will draw many associates of the former President to his boyhood home town A reception Monday night at the Eisenhower museum across the street from the library and a large parade the following morning will precede the formal dedication to mark the transfer of the library from state to federal control Gen and Mrs Dwight Eisenhower will attend So will former President and Mrs Harry Truman The Eisenhowers will arrive from Palm Springs Calif where they have spent the winter and will spend a day in Abilene before proceeding to their Gettysburg Pa home A Special Train Other dignitaries will assemble in Kansas City where they will board a special Santa Fe train at -4 Monday afternoon for the trip to Abilene The train will carry about 125 passengers including former members of the Eisenhower cabinet and many state chairmen for a fund campaign through which the 3 million dollars for the library was raised Harry Darby co-chairman for that national fund drive will preside at the dedication Darby a Kansas City Kansas industrialist elected chairman of the Eisenhower Library commission last week Bernard Boutin Washington administrator of the General Services administration will accept the library for the federal government Dr Grover Washington archivist for the Marie Ricau took a long lonely walk down a Roman Catholic church aisle today to become an April bride after leaving her excommunicated father at the church door Jackson Ricau a top officer in the pro-segregation South Louisiana Citizens council said church officials would not let him accompany his daughter to the altar railing But he later entered the church to watch the ceremony Three Were Barred Ricau was one of three Catholics excommunicated by Archbishop Joseph Francis Rummel of New Orleans on April 16 for defying his order to desegregate parochial schools next fall Ricau and his blond 20-year-old the eldest of eight children drove to St Francis Xavier church in suburban Metairie and he took her up the steps He kissed her on the cheek and she entered the slate gray building
