1968 Is Figging the Bureaucrats By JAY SHAREUTT Associated Press Writer -•WASHINGTON (AP) - A re* Army colonel, incensed the placing of portable la- 'trines near graves at Arlington flitional Cemotey, is warring to remove them from public view. Election of Jrumbo Attacked LITTLE ROCK (AP)-Frank Miller, a student at State College of Arkansas who was defeated for the presidency of the Young Democrat Clubs by Don Trumbo of Fayetteville, said Monday that the Democratic party "lost the most" by Trumbo's election. Miller charged that the election of Trumbo was preplanned. "I thought the influential leaders in the state played too big a part in it (the YDC convention)," Miller said. "They did it to get control of the Young Democrats, but they didn't do it. Miller said Trumbo's election would benefit Frank Whitbeck, ,- ; a ~ r Democratic ? gubernatorial ' candidate, Rep. Wilbur Mills, D- Ark., and the "Rockefeller group." "They didn't have anything against me personally," Miller said. "The only thing was they knew they couldn't control me." Miller said Trumbo offered him a position Friday night "just a little lower than president" if he would pull out of the race. Miller also said that the roll call of the YDC clubs should have been in alphabetical order but wasn't. "They called out the clubs that were for Trumbo first to get a landslide going for him, thinking I'd pull out," Miller said. Miller also charged that the Rules Committee at the convention adopted a motion that proxies would not count. "If they had counted, I would have won," Miller said. "The Rules Committee did that and I was on the rules committee and I never was invited to a meeting." Trumbo garnered 163 6-7 votes and Miller 88%. in Arkansas LITTLE ROCK (Af>) - The U»S, Seefet Service said Monday that 45 stolen saving bonds had been recovered in Artcan* sas In connection with the ar* rest Thursday of three men and two women* The five were arrested follow* ing a high-speed chase at Little Rock* They were Identified as Richard Joseph Arsa, 31, of Miami Beach, Fla,; Prank Carbonaro, 28, of New York; Samuel Joseph Catrone, 48, of Brook* lyn, N.Y.j Doris Ann Rollins, 26, and Patricia Ann Harkey, 24 both of Memphis, The Secret Service said the bonds recovered had a face value of $8,675 and were part of 193 bonds that were stolen Feb. 8 in a burglary at a home in Flushing, N,Y. Authorities said the stolen bonds had a face value of $37,800, Harold W. Duke, special agent in charge of the Little Rock office of the Secret Service, said some of the stolen bonds had been passed in Florida and at Memphis. Duke said $1,600 worth of the bonds were recovered Thursday from a Hot Springs bank, Lawrence Powell, vice president of the bank, testified Monday at a preliminary hearing that Arza signed the name John J. Barkens on the bonds but left while he was checking to see if the bonds had been stolen.
