Grand Juries now are limited to consideration of matters wlilch occurred principally in the county where they are im paneled. Scott said he needs the state wide panel "to investigate and prosecute wrongdoing, political corruption and multl - county crime... It is a tool which the attorney general's office de8pe^ ately needs If we are to help protect the rights of the U million people of our itate." Democrats on the Senate panel, however, pointed out that the bill would allow • judge In one county to authorise a probe of activities in another county and would allow a prosecutor to "shop around" for a Judt who would permit Impanelling of a grand Jury on less than satisfactory evidence. Calls for Vote Sen. Harold Nudelman, D* Chicago, was questioning Scott about those and other aspects of the bill when Sours suddenly who asked for re'coipitton before voting. The roll call ended with some senatora on their feet yelling for recognition. Duff's bill, gained committee approval despite criticism from members and witnesses on some of its technical points Duff, agreeing there were some flaws Iff the measure, then had the bill referred to a subeom- ffllttee for polishing. His bUl would abolish the grand Jury system for returning Indictments, except for unusual, specified, cases, and leave the procedure to A Judge In an open hearing. Me laid the change is needed because grand Juries no longer serve to protect the Individual against malicious indictments and, instead, Invite abuse by unethical state's attor neys Duff said many states have abolished the system, as has England where it originated in common law.
