At almost the same time, the House Judiciary Committee, by a vote of 13-7, approved a bill sponsored by Rep. Brian Duff R-Wilmettc, which would virtually a^lish the grand Jury as an instrument for obtaining indictments. Scott said he needs the state wide panel "to investigate and prosecute wrongdoing, political corruption and multl - county crime... Democrats on the Senate panel, however, pointed out that the bill would allow • judge In one county to authorise a probe of activities in another county and would allow a prosecutor to "shop around" for a Judt who would permit Impanelling of a grand Jury on less than satisfactory evidence.
