1-man blocking action against extension of the reciprocal trade agreements act today upon receiving assurance of White House opposition to auy Senate attempt to tack on a rider continuing the excess profits tax Reed announced that he had called a meeting of the House ways and means committee of which-- he is chairman for 9 o'clock Tuesday morning to vote on the trade bill The measure would extend for one year the President's authority expiring riext Friday to lower tariffs in exchange for trade stimulating concessions by other countries It also would set up a bi-parti- an Commission to study the country's over-all foreign eco- rtomic policy as requested by President Eisenhower Awaiting a Guarantee Reed had been blocking corn- Mittee action on the bill in the absence of what he considered adequate guarantees that the Senate would not add an excess profits tax extender when the measure reached the floor there "At my request" he said "I have now received air-tight assurance from the White House from the Senate and the House leadership that they will oppose any attempt which might be made to amend trade agree ments legislation with an exten sion of the discriminatory and unfair excess profits tax" He added that he was calling a committee meeting "in view cf this assurance" The development apparently removed the last obstacle to quick congressional approval of the bill which carries out presidential recommendations in full with an additional provision acceptable to the White House for enlargement of the United States Tariff commission Toward Control The commission now a bipartisan body consisting by statute of' three Democrats and three Republicans would he reconstituted as a 7-member body that could have as many as four members of the same party This would permit a Republican majority The committee has been meeting daily on the President's request for a 6-month extension of the excess profits tax but it would have been necessary for a majority to overrule Reed on a point of order to bring up the trade bill Since he would doubtless consider that a personal affront it has not been attempted His obstruction in the reciprocal trade matter raised the question of whether he would use the same methods in seeking to block committee action on the excess profits bill Asked if there were any assurance that he would call a voting session on the tax bill when the hearings were completed Reed said that there were many more witnesses to be heard and he would not make a decision until they had minute film telecast of the coronation when the announcers' strike against the station comes to an end The film is being flown here from New York and will be scheduled promptly upon resumption of programming The public will be advised of the time Replacement
