The provincial government, to avoid resorting to stringent measures In order to make the company comply with the order in council, had endeavored to arrive at an amicable and friendly adjustment. Protests against the curtailment of the franchises had been made by the B. C. E. it being urged that it would seriously affect the financial standing of the company If the suggested changes were effected.

This subject had been discussed very fully and carefully while he was in London, the premier went on to say. Four conferences had been held with Mr. Horno Payne, and the head of the B. C. E.

R. had been given a plain intimation that the provincial government would pass special legislation to validate the curtailment of the franchises at the next session of the legislature unless the rtminny receded from the stand tt had taken In refusing to assent to the terms laid down by the government. After the various phases of the transportation question had been debated, Sir Richard suggested that a tentative arrangement might be entered into with the B. C. K.

Cameron, "deign to admit that the city in offering to extend the franchise to 25 years was offering a very valuable concession?" Sir Richard replied that the fare question seemed to be one of the most vital issues in the proposed agreement.

Aid. Cameron thereupon pointed out that in other cities extensions of franchise were undoubtedly considered of paramount importance as In negotiations in Winnipeg a short time ago. the extension of the city's franchise for five years was estimated as worth $15,000,000. "The B. C.

E. R. has treated the extension suggestion as though It was quite unimportant," he added. The opinion of the premier was asked by Keave Weart as to the compromise proposed in lieu of a straight five cent fare for the entire area of Greater Vancouver for a six tickets for 25 cents rate. He stated that Burnaby was willing to endorse any reasonable proposition for a settlement of the franchise question.

The necessity for transportation facilities In his municipality was being keenly felt. The Joint committee had been placed in an unfortunate position by the attitude of the B. C. E. R.

It was suggested by Reeve Kerr, of South Vancouver, that the provincial authorities niiht be prepared to assist In negotiating with the B. C.

Baxter, who was of the opinion that a solution of the problem could be found If the present rate of fares within the city limits was continued for the present. The advisability of appointing a strong representative to conduct negotiations on behalf of the districts with the B. C.

K. R. was urged by Aid. McNeill as a possible way to effect a settlement. In view of the fact that the proposal to have a straight five cent fare for Greater Vancouver appeared to be the chief bone of contention, Sir Richard commented that ho could not see any way to arrive at a settlement until the question was solved.

The company had shown that it would not yield one lota in that respect. The matter, he went on to say, lay directly In the hands of the representatives of the city and the surrounding municipalities. Alderman Baxter called attention to the fact that the B. C. E.

R. last year practically agreed to a consolidation of street railway franchises on a 23 year extension basis when the Point Grey system was in operation and no legal steps had been taken to attack the validity of the Burnaby fran chise. It was an extraordinary thing he considered, that now the former had been declared Invalid by the courts and the Burnaby franchise was under a cloud that the company took such an arbitrary stand this year. "In seven years, when the B. C.

E. R. franchise with the city terminates," he continued, "the city will be in a position to drive a much better bargain than it can at the present time.
