DeCamp said the Legislature is ready to deal with a number of possible changes in the code, including those affecting sex crimes, gambling and labor law. The code was not scheduled to take effect until July 1, 1978, giving the 1978 Legislature time to make further changes in the document. Luedtke said it would be "physically impossible" to reconsider the code agreed that the governor's veto was based on a lack of knowledge about the complicated four bill code. The mental health boards also are directed by the bill to provide community alcoholism treatment programs.

Senators later suspended their rules and passed LB220, the bill raising taxes on alcoholic beverages by an amount to equal the money appropriated for alcoholism centers. That bill passed 404. It increases the tax from a dime to 11 cents per gallon on beer, from 75 cents to 85 cents per gallon on wine and from $2 to $2.25 per gallon on liquor and spirits. As contained in LB220. the tax increase would go to the general fund instead of being earmarked for the treatment centera.

The bill also requires local governments to finance a 9 share of the treatment center costs; patient fees would provide 15 and the state, 75. Alcoholics considered dangerous to themselves or others could be committed to detoxification centers, through the commitment process established last year by the Unicameral. The committee voted 11 0 to approve both appointments. Gov.

J. James Exon made the appointments. If approved, Cunningham would take the Game and Parks Commission post after he leaves the office of mayor June 7. The Omaha city council elected Cunningham mayor to fill the unexpired term of Ed Zorinsky, who was elected to the U.S. Senate last year.

He is the younger brother of former 2nd District U.S. Rep. Glenn Cunningham. Mrs. Dahlquist now is a member of the State Board of Parole and would have to resign that job to take the Liquor Commission post She has been on the Parole Board since January 1975.

She would succeed Liquor Commission Chairman Ed Robinson, whose term expires Tuesday and who did not seek reappointment to a six year term. Cunningham would succeed Second District Game and Parks Commissioner Art Brown, who did not seek another five year term. Cunningham would be leaving a $27,500 annual mayoral salary for the $15 per diem paid to Game and Parks commission members. That per diem will rise to $35 this summer, subsequent to the passage of LB482. Mrs.

Dahlquist would be leaving a $17,782 annual salary on the Parole Board for the $12,500 Liquor Commission position. She told the committee that commission actions approving liquor licenses in cities and towns trying to limit the numbers of those permits "should be studied." When asked her opinion of this session's legislative action repealing the state law against liquor Interests contributing to political campaigns, Mrs. Dahlquist said he wasn't qualified to comment, but local input should be considered. Cunningham told the committee be had formed no opinion on a bill pending in the Legislature to tax soft drinks for state parks support He said the commission needs to take a broader look at its functions, especially to recreation other than hunting and fishing. 420 Domestic Child Cert 422 Hospitals' Nursino Homes DAY 4 NIGHT CLASSES BUSINESS ADMINISTRATION ACCOUNTING SECRETARIAL LEGAL.
