Raleigh NC Saturday Oct 3 1992 I From Page One I Si Reidsville not excited by election up his mind on the presidential race He voted for Bush four years ago but now he says the president has not paid enough attention to troubles at home "He's doing a terrific job overseas" Howardton says 'He's not worried about the middle class Bush has to let them know he's concerned He knows how to do it but he doesn't care Clinton cares but I'm not sure he knows how to do it" Roy Stallings a retired maintenance man is far from happy with what Bush has done the past four years but he can't imagine voting for Clinton Vote for a man who "tried to dodge the draft" Not this World War Il veteran Vote for a man who wants "socialized medicine" Not a chance "I'll be a Bush man" Stallings says during a break from his walk around the Penrose Mall in Reidsville "He's not perfect but I'd rather see him than Clinton" But Clarence Jones Stallings' walking companion will support Clinton "so the working man can get some jobs again" Rene Beavers an Eden homemaker has no doubts about Bush She likes his emphasis on family values and his stands against abortion and for prayer in school "Clinton is a typical big-spending Democratic ultraliberal" she says "We could be in danger with Clinton" Back at The Sanitary Cafe Buck Morris doesn't think he can bring himself to vote for Bush again "He ain't done nothing but spend money" he says "We're $4 trillion in debt" So he says he might just vote for Texas billionaire Ross Perot "He looks a whole lot like my cousin" Morris says And if they don't like their choices for president people in Rockingham County are really unhappy about their choices for governor And they don't like the campaigns the two men have been waging either "I hate to go vote for either one of them" says one of the breakfast regulars "I will vote for Gardner I can't stand four more years of Jim Hunt What did he do? Gardner I don't think he's capable of running good government They stand up in the debate and call each other liars It's pitiful" His buddies around the table The News Observer him and what bothers me is Why? What happened to Bill? Can it happen to any of us? When something like this happens it takes a little bit from all of us" Abortion was part of Brenner's career even before it was legal in most states While a professorat UNC-CH during the 1970s he was known for his research on using prostaglandins hormone-like substances to terminate pregnancy He also studied fetal development developing with his mentor Dr Charles Hendricks a fetal-growth chart that obstetricians still use today During his 12 years at UNC-CH Brenner published mpre than 100 papers and traveled the world lecturing l'He was a very bright very adiculate obstetrician-gynecologist who did a lot of original research" Crist says "His pa-tints liked him the residents liked him the students liked him" But by the late 1970s Brenner wtlo declined to be interviewed was beginning to alienate in the dopartment In a letter lisking a judge for leniency in sentencing Brenner Giover McCain Jr a Chapel H(11 lawyer said Brenner was resented because he often testiReid against other with the then-chairman of the department and to Bill quitting his tenured position there to accept the chairmanship at the University of Nevada" Brenner left for Reno in late 1981 but he wasn't gone long In the spring of 1982 he returned to Chapel Hill to open the Triangle Women's Health Center In the early years the health center offered a full range of maternity and gynecological services Brenner offered deliveries and routine gynecological care as well as abortions Focusing on abortion But over time abortion became a bigger part of the practice Brenner stopped doing obstetrics In November in his annual licensing application Brenner said the clinic performed about 2300 abortions the previous year making it one of the largest abortion providers in the Triangle Patients have looked to the clinic as a safe clean place to have an abortion Its location on the fourth floor of a medical office The News Abortion empire crashes COMmued from page 1 A (hie patient was charged $320 for an abortion according to department records her insurance company was billed $1269 In addition employees told investigators that "if the doctor determines the patient to be further along upon exam in the operating room patients are then asked to get up from the table and go to the front office to pay more money" after being given a sedative according to agency records In 1991 the IRS case came together and Brenner was indicted on two counts of tax evasion In a related case his son Billy was charged with trying to hide $136790 from the IRS Earlier this year the doctor pleaded guilty and was sentenced to prison and fined $15000 That's the sentence he will begin serving at noon Sunday Billy Brenner pleaded guilty in July 1991 and last month was put on three years probation including two months in a halfway house followed by two months of house arrest Beyond the criminal case is a thorny civil battle with the IRS which claims the elder Brenner owes $13 million in unpaid taxes interest and penalties Publicity about Brenner's problems has led some local health care providers including the UNC-CH Student Health Service and Planned Parenthood of Orange and Durham counties to stop referring patients to his clinic In addition there is the problem with the state Board of Medical Examiners which has charged Brenner with "regularly and consistently" recording advanced ages for fetuses he aborted allowing for overcharges "If anyone in the United States would know the age of a fetus by weight it would be my father Brian Brenner who worked as marketing manager for his father said in an interview in August "We don't have any incentive to overgruess gestational age The public trust is important to us" Friends of Brenner's say they think the federal indictment and other events have changed him Two years ago he remarried His wife had a baby girl in March 1991 "I believe he does recognize his errors" McCain wrote in his letter to the judge "and I also believe that he has re-dedicated his life to his new family and things non-material" As news of Brenner's problems has spread through the community friends and former colleagues have wondered what happened to the promising young professor "I remember thinking that when Bill returned to Chapel Hill to open his medical practice he was a changed individual" McCain wrote "He seemed to have forgotten his loftier goals when he was pursuing research and seemed concentrated on business and money" building makes it a difficult target for pro-life protesters The clinic's fees are a little lower than its competitors: $225 for first-trimester abortions as opposed to $250 to $300 Court records show the practice was profitable Between 1984 and 1987 gross receipts amounted to about $800000 a year During that time Brenner received a salary of about $350000 according to records He had other income as well Beginning in 1983 when his son Billy took over as business manager Brenner started to invest in real estate in the Carolinas and the Bahamas Beverly Brenner the doctor's ex-wife says she and her then- husband often would spend 10 days out of every month at their marble-floored beachfront minium in the Bahamas In 1986 Brenner cut his hours at the health center and started working one day a week at a Fayetteville clinic In 1987 he earned $66000 more than $1200 a day for doing abortions there All the money was sent to a Bahamas bank account and not reported on Brenner's tax returns according to court records The scheme would become the centerpiece of the IRS case Devastating departure On March 1 1988 Beverly Brenner left her husband In court records she said Brenner was abusive Friends of Brenner's say he was devastated by his wife's depar ture In a letter to the judge who sentenced Brenner Dr John- Henry Plifferling a friend wrote "When Dr Brenner's wife left him I was aware of the immense trauma it imposed on him He was severely stressed and I was very concerned about him" Soon after Mrs Brenner left her husband the IRS began an investigation She says she didn't turn her husband in but did cooperate with investigators And information that came out during their lengthy and bitter divorce proceedings helped the IRS case Divorce records reveal the scope of Brenner's holdings In 1989 records show he owned rental and undeveloped properties around the Triangle a beach' house in South Carolina a condominium and building lots in the Bahamas and lakefront property on Hyco Lake North Carolina A financial statement released during the divorce proceedings estimated Brenner's net worth in 1988 at more than $32 million Mrs Brenner says In 1990 as the IRS investigation intensified' the state Department of Human Resources suspended Brenner's abortion license for a month supported Sanford in his 1986 race against Republican Jim Broyhill with almost 60 percent of the vote This is by most indications a swing county that can be won by Democrats and by Republicans too If the talk around the county these days is any indication though the winner this year might well be "None of the above" Four years ago Bush ran strong in Rockingham County But many who voted for him the first time around are having second thoughts "He's done a lousy job with the economy" says one of the regulars at The Sanitary Cafe who asks not to be named "He let the American people down I'm not going to vote for Bush" Rockingham County has felt the recession's sting The unemployment rate rose from 54 percent in 1988 to 79 percent last year higher than the 1991 state average of 58 percent During the same three years the number of people on welfare rose by 36 percent Many of the jobs are in the state's traditional industries: American Tobacco Co and a couple of textile plants are among candidates are lying about what they'll do as governor Gardner and Hunt are more interested in smearing each other than in addressing issues like education and crime they say "It's a sad state of affairs in North Carolina that with all the smart people we've got this is the best we can come up with" one of the men says Burnelle Cook a retired pipe fitter for American Tobacco Co agrees but says he is leaning toward Gardner "Hunt's had two chances at it and he didn't do nothing" he says Butch Trent who owns a company in Reidsville that deals in coin-operated machines will vote for Hunt Not so much because he likes Hunt but because he can't stand the thought of Gardner becoming governor "I'll move to South Carolina if Jim Gardner is elected" he "I think he's a crook" If the people in Rockingham County don't think much of their choices for governor they don't know much about their choices for US Senate Many people have a 4 hard time coming up with the name of Sanford's opponent Lauch Faircloth "We just haven't seen Fair-cloth" says Bill Simpson owner of The Sanitary Cafe and a Republican activist "That's disappoint- ing He's invisible" Some of Simpson's regular customers don't mind knowing little about Faircloth They say they don't like what they know about Sanford including his support for raising the sales tax when he was governor three decades ago "He'll tell you anything you want to hear" says one customer Cook the retired pipe fitter says: "I don't know about Fair- cloth I know about Sanford and Z' the sales tax" Butch Trent says he will vote for Sanford because he feels he can't trust Faircloth But like many people interviewed in Rockingham County Trent is not happy about the choices he's being given in this election year "I don't have much faith in
