the newly completed death document was not and reveals how the 17-year-old was slain 14 lc 1 her death certificate Beth-Ellen Vinson of Grantham died from multiple stab wounds inflicted by an undetermined person Aug 16 the document filed with the Wake County Public health Department states The recently completed death certificate provides the first information about how the 17-year-old Wayne County girl was killed Raleigh police have refused to discuss details of the case in order to protect their investigation It isn't known for certain where Beth-Ellen was killed nor wheth ern Wayne High School student early that morning when she apparently left her white four-door 1990 Mazda 626 in front of a used-car lot on Capital Boulevard near Yonkers Road About 2 am she had driven from the Avery Close Apartments near NC State University where she had been living over the summer with a young man and other roommates Investigatdrs have not said whether they know why she went out at that hour nor how she ended up on the other side of town judge sealed it Dr John Butts the state's chief medical examiner contended earlier this month The death certificate wasn't affected by the judge's order A nearby business owner discovered Beth-Ellen's body Aug 23 one week after her slaying in a ditch near Wicker Drive less than half a mile from where her car was abandoned Someone had partly covered the girl's body with flattened cardboard police and the businessman said Little else is publicly known about what happened to the South er she died immediately according to the death certificate It doesn't disclose how many times she was stabbed Last week a Wake Superior Court judge sealed the medical examiner's autopsy report which describes the teenager's specific wounds and other information about her physical condition State law makes autopsy reports public unless they are sealed by court order The autopsy report in this case hadn't been completed and so wasn't yet Bryant said He sped away in a car but not before witnesses caught his license plate number Bryant said Although the car wasn't registered to Wulzer detectives determined that he had been driving it and staked out his home in a trailer park at 5604 Fox Hound Road Bryant said Early in the afternoon Wulzer walked out of the woods near his trailer where a police detective and an FBI Road Several I BY WADE RAIA LiNS STAFF WRITER RALEIGH First the Wake commissioners turned dekvii Sheriff John Baker's requests for deputies Now they've turned a deaf ear to the citizens who come each meeting to argue on his behalf Three months after the commissioners set the sheriff's budget they refused for the second time to listen to people speak up for more police protection In parliamentary moves that seem increasingly like political gamesmanship the commissioners voted Monday for Sheriff John Baker to appear in person to discuss his request then recessed the meeting briefly to give him time to show When Baker didn't show the commissioners voted to adjourn the meeting rejecting an effort by Commissioner Abe Jones to hear the three speakers who had been waiting three hours "It was politics as usual" said the Rev Charles Blalock Sr one of those not allowed to speak "I particularly took offense at the statement about the circus and the ringmaster The circus was in session" Commissioner Stewart Adcock generally at odds with Baker made the proposal that the sheriff appear in person to answer questions "I've sat up here week after week and listened to speakers talk about needing more deputies" Adcock said "This is making a mockery out of county government If we're going to have a circus we ought to get a ringmaster and charge admission" Baker was watching the meeting on television but decided not to respond to the invitation "I don't see any use in going over there and talking to them" Baker said in an interview "I have said everything I can to that board during the budget process and they didn't listen I felt it was important that I turn to the citizens" Commissioners provided a 67 percent increase in financing for the sheriff's department this year but have declined to appropriate another $12 million for 26 more deputies They contend that the sheriff can reorganize to deploy his existing staff more efficiently and put more deputies on the streets Commissioner Merrie Hedrick who chaired the meeting in the absence of Vernon Malone said she would propose that Baker Malone and herself meet with an impartial intermediary to try to resolve their differences "The board needs to talk directly with the sheriff" Hedrick said That is the message that Stewart and Gary were trying to send Talking through other people isn't accomplishing anything "We need to set aside hard feelings and get communications going again" she said Got A Minute?
