Hospital following a one year illness He was born April 4 1940 in Winston-Salem to Van and Marie Spainhour Matthews He spent his early life in Winston-Salem was a graduate of Northwest High School and of Guilford College He was a member ofBurkhead United Methodist Church For 26 years Mr Matthews served In city and county governments in Winston-Salem Statesville Goldsboro Raeford Elizabeth City Currituck County and retired as county manager in Person County in 1989 due to Illness He was recently made a life-time member of the NC City and County Management Association He is survived by his
