"The Citizens Tax league wishes to supplement its letter of Sept. 25 to the council and, In to correct same. "It has been brought to our attention by City Auditor E. Allan McKeever, that the sinking fund trustees are receiving all of the delinquent tax monies collected on delinquencies older than Dec. 10, 1940.

"Examination of the records of the sinking fund trustees shows an accumulated balance in cash and holdings in the delinquent tax sinking fund of as of Oct. 1, 1942. "We, therefore, wish to correct our previous statement by stating that although there is no record in the auditor's office it Is not necessary that one be kept there, and that the city, through the sinking fund trustees, is providing for eventual payment of these delinquent tax bonds by accumulating a reserve for that purpose. Statement Is Incorrect "Our statement that the excess delinquent tax collections are being used for current expenses is therefore incorrect "In a conference between a subcommittee of the Citizens Tax league and the city auditor in his office Thursday morning, Oct. 1, the following points were agreed to by the auditor and the subcommittee: "1.

That the auditor will immediately prepare a complete list of all unpaid bills of the city in detail and furnish same to the committee; "2. That the city auditor agrees to install the certification and encumbrance bookkeeping system in the city of East Liverpool on Jan. 1, 1943 as he had planned, and to request that pur chase orders be written, in triplicate, and certified by him before any purchases shall be made; or. in the event that such certification is not made, he will refuse to honor the bills for payment; "3. That the auditor and some member, or representative, of the Citizens Tax league will, in the next 15 days, visit some other city in Ohio of comparable size, which now uses the certification and encumbrance system of bookkeeping, for the purpose of studying the system to be placed into operation in East Liverpool: To Get O.

A. Douglass, newly appointed salvage chairman, announced today. The students also will conduct a "Keys for victory" campaign next week Monday through Friday. Each room will string its kpys on a wire and exhibit them in a prominent place in the room, Mr. Douglass said.

Depots will be established at each school where pupils may bring scrap material collected during their spare time. City trucks will scour the city streets and aid in moving any material too heavy to be carried. Chester volunteer fire department has contributed an old fire bell, purchased around 1903. and a relic of the former station on Carnegie ave. The bell weighs approximately 1,500 pounds and is cast iron.

The bell, which has been stored in the City hall basement for many years, is approximately 4J feet high. WILLKIE IN CHUNGKING AFTER SECRET FLIGHT Bt The Auoeistcd Prw. Approximately 10.000 representatives of various organizations were on hand to greet the personal emissary of President Roosevelt when his plane landed. Willkie's arrival ended a period of strict secrecy concerning his whereabouts decreed by Chinese authorities for security reasons at the time he crossed the border. Willkie disclosed on his arrival that at one point enroute he was delayed by a Japanese plane. All he would say of the incident was that it did not occur today. "The concrete wash water tank Is in bad condition, the concrete is disintegrating badly and ice formation on the outside in the winter time will add an extra heavy load on it "The roof of the filter building has lost two or three tiles which have caused some leakage In the chemical storage room. "The location of the filter house is the center of a weed patch where formerly there was a lawn with flowers; the paintless front doors, held together with nails, and the rotting window frames are outward indications of the lack of interest shown by the city officials in keeping the East Liverpool waterworks in a satisfactory condition," the state declares.

In answering the charges of the state today Mayor Greenawalt as serted that operation of the filtra tion plant is in charge of the city chemist (T. H. Larkins). He asserted that the irregularity of pumping complained of in the letter could not be averted because of repairs being made to the filters. He denied the charges that it was necessary to operate the hydraulic valves by hand while filters were being washed.

The weed condition in the yard of the plant, the chief executive said, was brought about by the change in a road leading into the plant for which it had been necessary to make a fill. The new ground, he asserted, was being given an opportunity to settle before seed was planted and lawns made. Repairs to the roof of the building the mayor said had been delayed because of a priority on materials. Now that this material can be obtained the roof is being placed in first class condition. He said that the interior of the filter bouse recently was cleaned and re novated.

Major repairs to the building, such as replacement of window frames, cannot be made until council approves legislation authorizing the expenditure of funds, he pointed out. "Our water supply is safeguarded continually and none of the suggestions made by the state could improve the supply," Mr. Greenawalt concluded.
