(UPl) Government negotiators, faced with mounting pressure from local Oglala Sioux Indians to "clean out" the village of Wounded Knee by armed force, today considered reopening negotiations with militant Indians holding the hamlet. While the government listened to a request to reopen the talks, Dick Wilson, chairman of the Oglala Sioux tribe, Tuesday led a band of about 100 disgruntled Indians to a federal roadblock in a one-hour peaceful confrontation with U.S. marshals. The Wilson group, v^ich included men, women and children opposed to the Ameri­ can Indian Movement (AIM), protested the government's warning against establishing an Indian roadblock and the government's failure to end the 58-day<old armed confrontation which Wilson described as "tearing this reservation apart." Wilson then set up a roadblock, despite the government's insistence that he was not allowed to do so, about four miles away from an FBI roadblock. Government negotiator Richard Mellstern, a deputy assistant attorney general, at first denied Wilson's group had taken the action. But he admitted later Tuesday that local Oglala Sioux Indians were at the roadblock with FBI agents and he would get "a clarification on what the Indians are doing out there." On the negotiating front, Hellstem said the militant Indians Inside Wounded Knee jmet a government demand to submit a proposed agenda before reopening talks that have been dormant since April 10. Hellstern said the agenda was signed by "six or seven negotiators" from within tlie village, including AIM spiritual leader Leonard Crow Dog. Mellstern said he would respond to the agenda in writing. Wilson's confrontation with marshils was (Hrecipitated Monday night when ei^t persons manning an Indian roadblock outside the government's perimeter were arrested on charges of assaulting a federal officer. Hellstem said the roadblock no longer existed, but Wilson vowed to reestablin it. However, Hellstem said later at a news briefing that the promises "were all false" and the roadblock established a second time "is ours." Coup Plan Is Thwarted In BoHvia LA PAZ, BoUvia (UPI) The Bolivian government said Tuesday it thwarted a planned coup and expelled 20 politicians to Paraguay. Interior Minister Afredo Arce Cappio said "there were only intentions" for a plot and no actual attempts were made to overthrow the l^month^>Id government of Col. Hugo Banzer. Arce said the 20 politicians were expelled because "it better to prevent than lament." , He gave no details of the alleged plot, the second crisis this week for the Banzer goviemment. Banzer announced five changes in his cabhiet Monday, adding four military men to high rankhtg positions. "The crisis is ; completely solved," Mining Minister Raul Lema said Tuesday as he left for a visit to Caracas. "We are all worWng." . The 20 exiled politicians left Tuesday for Asuncion. They Were described by the interior ministry as members of the Revolutionary Nationalist Movement (MNR) and the Nationalist Action Movement. In the cabbiet shake-up Monday, Banzer replaced two cabinet officials known to be feuding with the leadership of the MNR and the BoUvian Socialist Falange, the country's largest political parties. Banzer said the new cabinet would mean a "consolidation of the economic development of BoUvia." Women Faculty Is Paid Less WASHINGTON (UPI) Women on college and university faculties average ahnost 12,500 a year less than their male counterparts, a study of the U .S. Office of Education showed today. The agency said women make up 22.5 per cent of the nation's 254,930 full-time college and university faculty members on nine- and 10-month contracts. Male faculty meml)er$ earn an average annual salary of 114,352, while the average for women is |11,865.
