Southern said the sole purpose of the annexation is to create a parallel route to Highway 4 to help with traffic congestion. He said the city thus far has spent about $2 50,000 in engineering fees and, ultimately, an estimated $1.5 million will be spent on the project. "We're spending a substantial amount of money trying to help with traffic," he said. Paul Mayo, who said he represented the Western Hills Homeowners Association, said members have several concerns, including whether they would "have a problem getting in and out of the subdivision." Southern encouraged Mayo to address his concerns with community development director Scott Sopchak and city manager Harold Sandel.

"If you're going to try to take property and you will we're one step closer to the government taking over." At the Thursday hearing, Pat Bergeman spoke out against annexation of more than 27 acres along the Fall Creek and Acton Highway corridors, including the Acton Triangle and gazebo. City officials have said part of the reason for annexations is to preserve major corridors and enforce the city's stricter building codes on future development. "You are destroying any cohe-siveness or benevolence that 80 percent of the population that lives in the county might have toward the city of Granbury," said Bergeman, adding that the "city of Granbury treats the rest of the county like a red-headed stepchild." Southern has said that gas wells will be drilled on some of the raw land being eyed for incorporation, which will bring more tax revenue into the city. "If this is just to get money off of gas wells, it's pure greed. I'm asking you to weigh this carefully," said Debra Davis, who serves on the Planning and Zoning commission. "I think you're fooling yourselves somewhere in your heart," said Christy Massey, who lives on Mambrino Highway.

Even though she doesn't live in the areas up for annexation, she came to the hearing because she is against all involuntary annexation. "What the rest of us see is that you want the money and the power," she said. Mayor pro tern Lisa Johnson, who presided over the Tuesday night hearing, was told by one woman that she was "rebuked" in the "name of Jesus." Mayor David Southern, who was present at the Thursday hearing after returning earlier than planned from an economic development trip to Vegas, may have wished he'd stayed there. After telling Lawrance Offutt that his three minutes to speak were up, Offutt said: "We all end up in a position where our time is up." The comment seemed to be a subtle reference to re-election bids.
