newscast and hired a new news director as part of a schedule shake-up that may remind viewers of the station's approach in 1978. The late-night newscast has been replaced by the British comedy series "Benny Hill" because of low ratings, a station spokesman said. Two reporters and a producer were laid off as a result of the change. Ken Srpan, 35, began duties as anchor and news director Monday for the early evening news show. Elyse Wolfman remains as co-anchor.

Former anchor and news director Roy Carden is the broadcast's producer and doubles as a newsman for WPTF radio (680 AM). Srpan comes to WPTF-TV from WBNG-TV in Binghamton, N.Y., where he was news director. Before that, he worked at WCPO-TV in Cincinnati and WTVR-TV in Richmond, Va. Channel 28's early evening news airs at 5:30 p.m., half an hour earlier than the local news at WRALTV (Channel 5) and WTVD (Channel 11). At 6 p.m., WPTF-TV televises reruns of the popular science- Sills, Heston seek controls on taping WASHINGTON (UPI) Former opera star Beverly Sills and actor Charlton Heston asked the Senate Judiciary Committee Wednesday to help regulate the growth of home taping of television in order to help thousands of young, often underpaid performers.

The committee is considering a bill by Sen. Dennis DeConcini, D- that would allow people to tape programs at home for private use without violating copyrights. An amendment by Sen. Charles McC. Mathias, would compel makers and importers of video cassette recorders to pay a royalty to the artists.

Heston, supporting Mathias' amendment. said the Japanese manufacturers would not pay the royalty but would pass it on to the consumers. fiction series "Star The programming changes harken back to 1978, when Durham Life Broadcasting took over Channel 28 and changed its call letters from WRDU to WPTF-TV. In an attempt to lure viewers from other newscasts, the station broadcast "Star Trek" at 6 p.m. and syndicated comedy series such as "Fernwood 2Night" at 11 p.m.

spokesman for WPTF-TV said we Wednesday that the audience for news at 11 p.m. is not as great as it is earlier in the evening. He pointed to the relative success of "The Twilight Zone" at 11 p.m. on the public station WUNC-TV, Channel 4. In the February ratings sweeps, "The Twilight Zone" averaged a higher rating than WPTF-TV's 11 p.m.

newscast on both Arbitron and Nielsen for the entire 22-county survey area. In fact, the newscast did not even register in the Nielsen book. WLFL, Channel 22. the independent station that went on the air last winter, held its own in the field with reruns of "Gunsmoke," almost tying Channel 28's newscast in the Aribtron ratings and beating it on Nielsen. Early evening results were similar.

Arbitron's average rating for WLFL's "Brady Bunch" was 3. WPTF-TV's news 2 and WUNC-TV's'3-2-1 Contact" was 1. The rating indicates the percentage of homes with television that have tuned to that particular program. By contrast, WRAL-TV's 6 p.m. news rated 36 and WTVD's news averaged 17.
