ORIENTAL ISSUES TO BE DISCUSSED American Officials Believe That Japan Will Yield. YAP AND SHANTUNG BOBBING UP Both. Questions Likely to Come Before the Disarmament Conference Unless There Is a Solution Beforehand Acceptable to the Nations Interested--Japanese Ambassador Conference Hughes. Washington, July another informal exchange of viewed between the Japanese and American governments, renewed confidence was expressed in official circles that Japan will consent to a broad discussion of far eastern problems as part of the disarmament conference. The Japanese ambassador, Baron Shidehara, called on Secretary Hughes at the state department.

They, are understood to have dis cussed at length the situation result-! ing from Japan's reluctance to have the far eastern questions subjectea to debate in the disarmament negotiations. It was indicated afterward that the mutual exchange was re garded as helpful by both sides and that the conversations soon might reach a stage making possible more formal diplomatic correspondence on the subject. There was every evidence that the American government remained un-shaken in its belief that to definitely eliminate any subject from the scope of the conference beforehand might prove a serious barrier to the dis: armament discussion itself. On the other hand, it was indicated that American officials had no desire to formulate a list of the questions that it thinks should be discussed, ana would be quite content it the Tokio government simply agreed to come into the conference with an open mind as to consideration of anything vital to a disarmament agreement. Those in charge here have heara with interest the suggestion that, troubles of the conference might bu obviated if questions such as the disposition of Yap and the control or Shantung peninsula.

were settled be fore the delegates assembled. The view advanced in some Japanese quarters that both Yap and Shantung -should be regarded as closed incidents outside the purview of the disarmament conference, ap: parently has found little support here. Consequently both are re garded as likely to come before the conference unless there is a solution beforehand acceptable to all the tions interested.
