C. 15 Wednesday, December 21,1977 USDA confident on plan to reduce downstalk leaf By FERREL GUILLORY Washington Correspondent WASHINGTON The Agriculture Department expects that at least half of all flue-cured tobacco farmers will agree to its new plan for the 1978 crop designed to reduce downstalk leaves brought to market, the chairman of the Tobacco Task Force said Tuesday. The assistant deputy, agriculture secretary, P.R. "Bobby" Smith, also said in an interview that his task force would continue to consider changes in the price support program with the "likelihood" of a legislative recommendation being sent to Congress before the 1979 crop is planted.
