Marshall said another consideration was the eventual higher cost to customers once the village's sewer system has been completed. The change means residents of New Madison will continue to be billed each month for the minimum water usage and trash collection with the excess water charge added on every three months.

In February, the board had decided to switch to the quarterly system in order to save time and money for the village. Marshall also noted that the new minimum rate is still scheduled to go into effect April 1 but he reminded customers that the increase would not be realized until the billing mailed out May 1. That rate was hiked by the board last month from $3 to $5 per month..
