Woodland quiet EarlyBoundary Error Caused Toledo War By ROBERT E. MILLER Associated Press Writer COLUMBUS, Ohio (AP) Sen. Douglas Applegate's selection as a Democratic replacement for U.S. Rep. Wayne Hays on the November congressional ballot was almost a foregone conclusion.

However, state Rep. John P. Wargo, D-2 Lisbon, said it was rammed through at Hays bidding in advance of the Aug. 16 county chairmens meeting at which it became official. Wayne Hays hasnt lost his power in the 18th District," asserted Wargo, who denied any personal ambition to succeed the embattled congressman.

But Wargo, former Columbiana County recorder and deputy auditor now completing his third term in the Ohio House, said Hays lined up the county chairmen for theSteubenville senator and then joined Columbiana County Chairman Don Gosney in a plan to embarrass Wargo. Gosney is a long-time Hays associate and an admitted political foe of Wargo. He denied the allegations. Wargo, 37, said Hays and Gosney timed the Aug.

16 meeting of the nine county chairmen to coincide with a testimonial dinner being given in Lisbon for Wargo. Then, he said, Gosney placed his name in nomination for the November ballot vacancy, knowing Applegate had it sewed up. Gosney said he nominated Wargo so that his home county would be included among those under consideration. He withdrew it after some of the county chairmen said Wargo told them he didn't want to seat. The Wargo dinner had long been planned for 6:30 p.m.

national consumer price index, while valuable as an indicator of the economys direction, might apply precisely to none of the geographic areas of the country. Neither the industrial average nor the consumer price index can be used as a measure of ones own finances. In July, for example, the price index for the nation as a whole rose 0.5 per cent, but in New York the rise was only 0.4 per cent, in Detroit 0.7 and in Los Angeles, a very inflationary 1.1 percent. If you examine the past 12 months you find a similarly diverse story. Whereas the price index for' the entire nation rose 5.4 per cent from July of 1975 to July of 1976, the increase was 6.7 per -cent in both Chicago and Philadelphia.

The breakdown of the components also reveals vast differences. New Yorkers during July experienced an increase in housing costs of only 0.1 per cent, or 1.2 per cent on an annual basis. But in Los Angeles, housing cost rose 1.1 per cent, or 13.2 per cent annually. Is the consumer price index therefore meaningless? Not at all. The CPI does have an application that is more limited than many people realize, but it is nonetheless an essential measurement of over-all direction, one that policy makers could scarcely do without.

It does, however, have rather limited application to individual decision-making because of the wide geographical range of habitation and the diverse living habits of individuals. If the statistics are used as individual guides, then the geographical breakdowns for particular areas are much more valuable than the national averages, although still not nearly so valuable as ones own personal records. It isnt only the CPI that is often misconstrued as a guide to personal affairs rather than as a general indicator of the economy. The popularly used jobless rate is often so misused, to the chagrin of the Labor Department. Invariably, some individuals apply the rises and falls of jobless rate as a measure of their own job security, if they have one, or a measure of their chances of finding a job, if they are unemployed.

Used properly, the numbers are invaluable. Used for the wrong purpose, however, the numbers can often distort and deceive. Mrs. Doles Problem KANSAS CITY, Mo. (AP) The selection Qf Sen.

Robert Dole as President Ford's running mate has precipitated something of a family crisis whether his wife should resign from the Federal Trade Commission. Elizabeth Hanford Dole has been on the FTC since 1973, when she was appointed for a seven-year term by President Nixon. That was two years before she married the once-divorced Dole. With her husband now the Republican vice presidential nominee, Mrs. Dole who says she is a political independent will be expected to campaign with him.

That has raised questions about two possible conflicts of interest in view of Mrs. Doles role on the panel that regulates competition in advertising and business. If Dole were elected, he would be in line for the presidency and his wife would be an appointed federal official. In addition, the campaign will be financed with federal money and Mrs. Dole, a federal official, would be involved in the campaign.

When Mrs. Dole was asked Thursday whether she would resign, she. replied, I dont knew yet. Its something Im considering. Meanwhile, the White House is checking the legalities of the situation.

Mrs. Dole, born Mary Elizabeth Hanford 39 years years ago in Salisbury, N.C., is a Phi Beta Kappa graduate of Duke University, where she headed the student government and won honors in political science.
