DAILY Hints To Avoid Tax Con Continued from Page One returns of men who worked in factories. Her husband passed out business cards at the factory, gates during the change of shifts, and the word soon spread among the workers that she always obtained large refunds for her clients. The woman and refigured a customer's tax return, coaxing the taxpayer to "create" more and more deductions, the IRS said, until the client's return showed a refund due. The woman defrauded the government of nearly $1 million through assisting some 1,500 customers, according to the IRS. Tax agents are auditing her customers, and the clients will be required to pay the delinquent taxes, plus interest and penalties.

Taxpayer Responsible The IRS says the taxpayer who signs the return is responsible for what is in it, regardless of who prepared it. The IRS said the same woman also operated a bar for her customers, giving theme as desired, many and free charging drinks only $15 for the drinks and tax advice. If she succeeded in getting the customer drunk enough, the client was urged to sign a blank tax return, thus permitting the woman to alter address SO that she received the refund. Another tax adviser in the Southeast operated his tax business in a night club, according to the IRS. The adviser specialized in preparing the returns for single men.

However, the returns of some of these unmarried men showed as many as nine dependents. The tax refunds amounted to as much as $1,200, and the tax adviser retained half that amount for himself. The IRS said he had figured only 100 returns before he was caught. The IRS said an attorney who cheated on customers' tax returns is an example of how seemingly respectable tax advisers break the law. The attorney would claim exemptions for children actually born after the end the tax year.

He also urged his clients to claim deductions for state and local taxes on real estate that the taxpayers did not own. The lawyer's clients also were advised to fail to report income from tips and investments. "While you feel sorry for the gullible taxpayer who was duped by such an unscrupulous individual," Wall said, "remember that usually the taxpayer has permitted his greed for a large refund to cause him to into a conspiracy to defraud the government. The guilt of the taxpayer is not transferred to his tax adviser." thief beware! Now BRAND INTRUDER ALARM for home and business Turns on lights! Sounds alarm! Helps scare off intruders! There should be no doubt in the minds of any Loyalists that the people of Ulster have witnessed the surrender of the British government to threats of the IRA and nothing else." Heath's proposals Friday sought to calm the terrorstricken province and end the alienation of the Catholic minority, one third the population of Northern Ireland.

Heath announced the suspension of the semiautonomous Stormont Parliament for a year, the appointment of Whitlaw, to run the affairs of Ulster with a local commission, and periodic plebiscites to test public opinion of reunification with the Irish Republic to the South. outraged Catholics and led, in large part, to the violence that engulfed the province in the last seven months. Saturday, many Catholic politicians and clergymen accepted direct rule but made clear that the immediate end of internment was crucial. "We welcome them (the Heath proposals) and will give our fullest cooperation to their implementation." said the Social Democratic and Labor Party, which represents a broad cross section of Catholics. "There remains one obstacle. We note that Mr.

Heath's government is committed to the phasing out of internment. We need clarification of this point." The six M.P.'s of the opposition party, at a news conference in Londonderry, urged the IRA to end its campaign immediately. Laotians Losing Ground Near Base at Long Tieng New York Times News Service VIENTIANE, Laos North Vietnamese forces, in heavy shelling beginning last Saturday and followed by a series of ground attacks, have driven Laotian troops off four of the nine positions on the ridge overlooking the mountain base at Long Tieng. But 60 far the North Vietnamese have been unable to occupy the positions themselves. American officials have sought to discount the importance of Long Tieng, which is 83 miles northeast of Vientiane, the capital, and which served for years as the center for secret Central Intelligence Agency operations in northern Laos. The Americans say that many of its former functions have been shifted elsewhere and that it is no longer of strategic value. Sisouk Na Champassak, the acting minister of defense and several other Laotian government officials disagree.

Sisouk said in an interview Saturday that he believed the primary North Vietnamese objective in attacking and tryng to capture Long Teng was to clear the way for a drive south to the plain on which Vientiane lies. For the moment the North Vietnamese and the Communist Pathet Lao are not believed to be interested in taking Vientiane, but Sisouk and other Laotians think they want to occupy as much teritory this year as possible in anticipation of a possbile ceasefire and ensuing negotiations. There is widespread feeling in Ventiane that 1972 could be a decisive year in the long struggle for Laos. The communist forces now control about two-thirds of the 91,000 square miles ef Laos, according to informed American sources. If they succeed in getting, much more territory, Vientiane government, headed by Prince Souvanna Phouma will very little bargaining power in negotiations.
