SHrV FTRSaBURG DAILTf SENTINEL. WEDNESDAY, DECEMBER 5. 1917. Washington Long Impatient With Anttria for Her Part in War's Activities. Washington, Pec, 4.

Declaration of war with, Austria -Hungary involves very little readjustment 'of affairs between the United States and the dual' monarchy, because the state of war which Congress is about to declare exists' actually has been a fact for many months. There have been np such number of depredations on American lives and Use Sugar Sparingly Do Not Waste It Everyone manufacturers and householders should use sugar sparingly for the present. The supply is limited and will be until the new crop of cane can be harvested and shipped from Cuba and thcrTropics. The supply will then be ample. In the meantime, the people of the New England and Atlantic Coast States should use sugar sparingly.

Grocers should limit their sales to any one family. No one should hoard or waste sugar. Do not pay an increased retail price. rights by Austrian military forces as has been the case with Germany; but Austria, as the ally of Germany, has radiially come into a position where officials of the American government have realized more and mpre clearly that she must be included with Germany as an enemy. Discharged But Not Fired This was apparent even before the Teutonic invasion of Italy made the AuBtro-Italian front literally- a part of the western front on which American forces are operating.

There has been no outstanding' "overt act" on the part of Austria against the United States; there have been rather a Berles of acts short of being, classed as caius'e for war. They go back to the beginning of the European war. Long bef ore Ambassador Dumba was uncovered and' sent home to Vienna as an instigator of strikes in American manufacturing plants, the government had evidence that the Austrian diplomatic and consular service was being American StegarRefinmg Compj "Sweeten it with Domino" Granulated; tablet, Powdered, Confectioners, Brown charge as the battery is able tc take it. Recharging is only one phase of the battery service we're offering ear owners, but it's an important one. And don't forget that a Still Better Willard and Threaded Rubber Insulation means less liability to battery trouble of any kind.

Don't think your battery's a "dead one" because it's discharged. With expert handling a discharged battery can be filled again with "pep" and put back on the job. But it takes an expert to do it to determine the. proper alow rate of charge to begin with, then to speed up the used in this country for Germany's warlike purposes. The secret service found how the Austrian diplomatic code and officials of Austrian consuls were being used for activities Germany could not carry on in the United States with her own officials.

In some cases where submarines sank unresisting passenger liners with great loss of life, It appeared that the WEST F1TCHBURG JENKINS ROBINSON, 42 Day St. Authorized Service Statiotv V- U-boats themselves were Austrian, but there was little doubt that the officers and crew- were Germans and that the submarines were acting under German orders. The most striking case of that sort was the destruction" of the Italian liner Ancona, in which responsibility never was established. The first attack on an American ship which attracted the attention of the nation was that upon the American tank steamer Petrolite. A. PRIEST LUMBER CO. 45 Rollstone Street Telephone 1356-W The American steamer Schuylkill, sunk last week, is believed to have been sent' down by an Austrian submarine, but there has been no absolute proof. German submarines in the Mediterranean have been, the Austrian flag and Austrian submarines have been flying the German flag: Apparently commanders of both navies have been interchanging flags to avoid responsibility for lawless acts. Quite aside from the question of "overt acts," the principal consideration of the government in deciding on war with Austria-Hungary Is the nature of the alliance' between; Austria and Germany, which make it anomalous to war with the' latter and not with the former.

Difficulty piled upon difficulty and much as he hoped to avoid it, the president was forced to realize that Austria was being used by Germany in the United States as as active enemy. The German spy system in the United States, today, is known to be. manned largely by subjects of Austria-: Hungary, many of the. members qf the Industrial Workers of the World, and the recent attempts of that organisation to hamper the government's war preparations are known by the depart-, men of justice to be traceable to the German system. American secret service men found the trails of the notorious von Papen and Boy-ed leading through the Austrian consular service In this country.

Every turn of -trie government toward combating the German espionage system found evidence of how Germany was using Austria. Perhaps after all Russia turn out. to be not so bad as the Bolshevlkl would paint it. Detroit Free Press. and Lucy' (Whitney).
