Humphrey of this city announced on Monday that after careful consideration he has decided not to be a candidate for the State Senate since it would necessitate his giving up his present position with the Na but we make a consistent effort day in and day out to control the whiskey situation vice conditions and all other violations of the law "While your editorials have taken to task the City Commissioners I was appointed by them to handle the Police Department and any criticism of them in connection with the Po lice Department should justly fall on me and for this reason have taken it upon myself to write this letter la the hope that you will give it the same prominent publicity that you have the other articles concerning the conditions in Raleigh that the people over this good State may know that the conditions in this city are not such as were represented by Mr Baskerville's article "Yours very truly WINDKR BRYAN "Chief of Police" of Dallas by means of a false want ad asking all unemployed married men to meet early at 7 o'clock The ad which was authentically received over the telephone by the Dallas newspaper was inserted under the "Help Wanted Male" column for only one issue It was charged to a person at a certifiod address but it was learned later that no person by that name lived there Next morning at least 500 jobless men many of them hungry and scantily clad gathered at the address given and waited to receive their jobs As the morning wore and no employer appeared the men built fires from brush and gathered around to curse the weather and denounce the labor conditions Neighbors in the section became alarmed and called police Officers found no violence but a huge crowd of sullen disappointed men Gradually the throng dwindled and some went home It was a eruel joke by some one tional Life Insurance Company Mr Humphrey expressed his appreciation of the support offered him by his friends Winder Bryan Chief of Police Writes Editor Regarding Vice DANDRUFF AND FALLING HAIR Milliooa ue Lucky lifer foracalp trouble and Wbyle-Fox for 5iaV uu on student received a- blow that later caused his death "As to the red light district in Ha-leigh there is one house at 11 Star Sareet at the eastern end of Lincoln Park which is the last street within the city limits one house at 70S South Tarboro Street one at South Tarboro Street one on Bragg Street which is occupied by a woman of the nnme of Louise Price whose name has been mentioned in recent articles published in your paper While it is true that Louise Price has had the reputation of an immoral woman the last time we had her in this court was Hecember I 1034 and she was tried and convict ed of running a house of ill fame She appealed from this sentence to Superior Court and under the prosecution of Kvans Solicitor she was acquitted Since that lime this house as all others has received attention of the Police Department but we have not secured enough evidence to bring her into court nor have we had any complaints These douses are occupied by one woman to each house whose reputation with the Police Department is that if women of immoral character From these four places we have received no complaint and from the officers who patrol this section and from my personal observation on trips in th 1 day time and in the night time 1 have not observed any conduct that would warrant an arrest "You realize of course that there must be certain evidence secured before we ran secure a conviction in I here cases These women I understand own their houses and whi'e it is true that we have observed cars Kning to these houses and these women going to ride with different men we have also observed this MM condition in other sections of Raleigh and it is impossible to convlci persons on this kind of evidence "These are the true facts as concerns the so-called red light district of Raleigh I deny that there Is any red light district and there has not been for several years Thero was a red light district here about five years ago and this department after much effort and continual violence day and night succeeded in getting rid of something like twelve of these houses Since that time we have had no trouble from this source "As to the whiskey condition in Raleigh: Kveryone know that there is a certain amount whiskey that comes into Rateigh as it does in every town in North Carolina and 1 tnko it every town in every State in this Union If the newspapers over the country are to be believed the Federal government and the State governments are all battling with the liquor traffic but still have the evil in their mids "To Mr BaskervitV to you or to any parlies interested in the moral conditions of Raleigh so far as relates to the authority and power of the Police Department to control I extend an invitation to all of you to call upon this department at any imi and it will be glad to make an inspection trip of any and all sections of the city and I say without fear of contradiction that Raleigh is as clean as regarns the so-called scarlet woman and boot-legging as any town in North Carolina or any town of its size in the country anywhere ti "We do not go about the enforcement of the law with spasmodic raids and run to the newspapers in the hopes of getting big headlines pub-lieifv and notoriety for our efforts I 'M hE Jn antec Barber ordnJEKit LUCKY
