SUNDAY MORNING, DECEMBER 8, 1929 5 Formal Opening and Dedication of Twin Bridges Over Cape Fear River at Wilmington is Set for Dec. 10 With the opening of the Twin Bridges over the Cape Fear and North East Rivers at Wilmington, on December 10, about the last of the fine bridges over Atlantic Coastel Highway from Maine to Florida will have been completed.

has planned, a splendid celebration for at which O. Max Gardner, Governor of North Carolina; R. A. Doughton, Gen, R. Holbrook, chairman of the State Highway Commission; members of the State Supreme Court, Highway commissioners, mayors, county and commissioners, and other notableg will be present.

General traffic will be allowed to use these magnificent bridges free for the opening day, after which 3 nominal toll of 25 cents per car, with no additional charges for passengers, will be made, the lowest toll charge on any highway in America. Wilbur D. Jones, commander of the local American Legion Post, announces that the ceremonies will start at 11 a. and the Hon. Walter H.

Blair, Mayor of Wilmington, will extend a formal welcome to the public in behalf of the City of Wilmington. After the introduction, the Governor of North Carolina will then officially dedicate the bridges to the soldiers and sailors of North Carolina who fought Civil War, the Spanish- American War and the World War. A beautiful bronze will be unveiled. mammoth, opening and, these bridges on December 10th over the Cape Fear and North East Rivers at Wilmington, the State's chief seaport city, a very notable engineering feat will have been accomplished and Brunswick and New Hanover Counties have made a progressive step forward that will, by the elimination of the antiquated ferries, bring them increased traffic and make possible the marketing of their farm products. For years the huge trucks loaded with cotton, have, been unable to use these ferries without unloading and transporting in relays. Thanks to the efforts of a group headed by Highway Commissioner W. A. McGirt, of Wilmington, the State of North Carolina voted a apecial bond issue of $1,250,000.00 to construct the twin bridges, a system of nominal tolls to retire this issue In the near future.

Engineers Start Location State Highway Commission engineers immediately set up their location stakes at the site of the present ferry terminus until blocked by U. 8. War Department regulations which demanded certain heights and lengths of bridge spans that would make the building of one bridge at this point prohibitive. Seeking another location the engineers decided to span the rivers at point, further North up East stream, River mots above the Cape Fear River above the shipping terminals. Here test piles were driven, soundings made and the resultant surveys and data forwarded to Raleigh, where the Chief Engineer, Mr.

John D. Waldrop, and the State Highway Commission, after long and careful thought accepted this point as the logical one for their operations. W. L. Craven Senior Bridge Enrineer practically all the essentials both bridges with the exception of the bascule and the adjacent flanking spans.

Day, to New York for a conference with the consulting engineers, and Mr. Day, who had been called from the road where he was sales manager for the Vincennes Bridge Company, spent six weeks on the plans in the office of his company in Vincennes Ind, and then rushed to New York where after a conference with Waddell and Hardesty he had a scant seven days to get his designs for the bascules and counter weights approved and the figures for the letting compiled. The Vincennes Bridge Company were low by about $10,000.00 over all other bidders and obtained the contract at bid running nearly threequarter of a million dollars. Under terms of their contract they had 150 days to complete their contract after the completion of the heavy foundation work. Mr.

Day instead of waiting, followed in behind the heavy foundation workmen with his crews so that by the time the foundations were completed Mr. Day was well along with his work. The power for opening the bridge is four 80 horse power electric motore with two auxiliary 25 horse power gas engines, self starting, in case for any reason electric power should be shut off. The work of the lifting motors of auxiliary engines is only required to overcome the frietion on the 22-inch trunnion pins and any wind pressure that might come against the bascule leaves. Morson was the district engineer, C. E. Brown was the resident engineer, and R. V. Bibberstein was the assistant resident engineer.

They were assisted by a number of State Highway Commission inspectors. W. S. Winslow was the location engineer. For the Merritt-Chapman-Scott Corporation, who did the heavy foundation work, G.

O. Denny and A. Rass were the supervisors. For the Vincennes Bridge Company, A. W.

Day was the chief production engineer and had as his sistants Pierson Stuart and Dempster Graves. Capt. W. C. Manson, of Wilmington, did all of the towing and lighterage work.

J. P. Lyon, of Robinson, built all of the concrete above the foundations, the 1 floor, handrails and terweights. The handrail forms were especially designed by him and approved by the North Carolina State Highway Commission. Gravel the causeway was done by P.

R. Ashby, of Raleigh. The four beam spans ACrOSS the railroad tracks were gunited by the Cement Gun Company, of Allentown, Pa. The Philadelphia Paint Contracting Company did all of the painting. W.

F. Pollard, of Asheville, furnished Amiesite for the wearing surface. Michael Bivens, of Gastonia, sub-contracted for all of the electrical work and white way lights for the Vincennes Bridge Company. Caulkins Dredging Company, Norfolk, did all of the dredging. J.

The bascules are designed that two 20-ton trucks may pass each other, all steel used here being designed to carry four times the load for which it is designated. Foolproof Safety Devices. The safety devices in the lowering and raising of the bridges are splen- did. The bridges, as far as operation is concerned, are absolutely foolproof.

The reversing contactors for the leaf motors are electrically and mechanically interlocked, the aceclerating contactors are electrically interlocked for proper sequence. The control of the bridge, lock, gates and warn- ing signals are so interlocked that only the proper sequence can be used in operating them. In opening the span, the sequence is as follows: 1. Turn on the roadway warning lights and bells. 2.

The four half are closed independently of one another. 3. The center lock is disengaged. way warning lights, are 80 arranged The bells, but not the highthat the operator may cut them off after the center lock has been disengaged. 4.

The bascule leaves are raised independently of each other. closing this sequence is reversed. In order to prevent the use of an incorrect sequence, the following conditions are complied with in the interlocking: 1. The roadway warning lights not be turned off unless four halfgates are fully open. The bells cannot be turned off unless all gates are open or the center 1 lock is gaged.

2. None of the half-gates can be moved unles the warning lights and bells are turned on and the lock is disengaged. 3. The lock cannot be moved anless all four half rates are closed and the is fully closed. 4.

The span cannot be moved unless the lock is disengaged. Thus, by this improved system of electrical safety devices, there is absolutely no chance mistake being made that might result in a serious accident. The total length of the North East River bridge is 2,190 feet, and that of the Cape Fear bridg is 1,520 feet. Both bridges are connected by.
