San Bernardino Community College District trustees awarded the contract for the transmitter building to L.L. Lambert Construction Co.

of Riverside, the low bidder of 14, with a bid of $63,800. The low bidder of two firms, Tower Structures of Chula Vista, was awarded the contract for the self-supporting 150-foot tower. The bid was $79,027. The tower will support an antenna that weighs three tons. The new, transmitter will boost the television station's audience by some 558,000 viewers, station General Manager Tom Little said.

A $650,000 Public Telecommunications Facilities Grant awarded to the college district last year is being used to purchase a $707,145 transmitter antenna, the building and tower. Contributions from the public of $186,000 and $150,000 from the district are being used in the $1.1 million upgrading project. KVCR went on the air Sept. 11, 1962, Little told trustees, with a 1954 model transmitter that had a range. It is "fitting that 20 years and 12 days later" the public television station is getting a new, powerful transmitter, he said.

The station's tower currently is on the San Bernardino Valley College campus in San Bernardino. With its new strength, viewers as far away as Oceanside and Hawthorne should be able to pick up the signal, Little said. The station serves about 309,000 people in the San Bernardino city area, and 185,000 in Riverside, he said. Funding for upgrading the station in a second and third phase was denied by the U.S. Commerce Department when it approved the district's grant application.

The second phase would have added three 100-watt translators to serve the mountain and desert areas. Phase three would have added a distribution system to cable companies, Crafton Hills College and the Jerry Pettis Memorial Veterans Administration Hospital in Loma Linda. If all three phases had been funded, the station's service area would have included 1.2 million viewers. Approval to build the transmitter building and tower is "the culmination of a long-term dream for us," Little said. The new power that will be provided by the transmitter will mean San Bernardino and Riverside programs will be viewed by a large audience outside of the county, he said, and it opens the door for more instructional programming.
